Job Summary

Under direction the Recreation Supervisor is responsible for overseeing the planning and implementation of recreation services for individuals of all ages and backgrounds across San Franciscos diverse communities. These services include but not limited to arts and crafts aquatics sports and athletics age-based recreation youth development and workforce readiness therapeutic recreation and natural sciences. The Recreation Supervisor also supervises all assigned recreation staff including Facility and Program Coordinators.

Essential duties include:

  • Supervise recreation staff in the planning and delivering specialized recreational activities. Responsibilities include performance management such as training and evaluating staff as well as human resources related activities including hiring and onboarding.
  • Participate in the development and implementation of goals objectives policies and priorities; recommend and implement the resulting policies and procedures.
  • Identify opportunities to improve service delivery methods and procedures.
  • Collaborate with community advisory groups and other stakeholders to assess recreation needs and identify specialty resources.
  • Maintain accurate records and reports including administration of recreation management database systems within designated recreation competency areas.
  • Assist in the preparation and administration of assigned budget. Provide budget recommendations monitor grant expenditures and manage funding sources for assigned recreation program areas.
  • Plan and prepare general programs for area-wide or city-wide application. Procure necessary supplies and materials to support program delivery.
  • Supervise all assigned recreational facilities and programs which may include coordinating the use of facilities dedicated to specialized recreational educational and enrichment activities.
  • Organize and coordinate city-wide festivals and events.
  • Oversee specialized courses and programs in one of the departments core competency areas.
  • Perform related duties as required.

Qualifications :

  1. Education: Possession of a baccalaureate degree from an accredited college or university
  2. Experience: Requires at least five (5) years of experience in professional recreation work including at least two (2) years supervising staff and activities in recreation.

Substitution: Additional experience in professional recreation work may substitute for the educational requirement as described above on a year-for-year basis (up to a maximum of four (4) years. Thirty (30) semester units or forty-five (45) quarter unit equal to one year.

Note:  One year full-time employment is equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40-hour work week).

Special Conditions: Some positions in this classification may require in addition to the Minimum Qualifications listed above possession of the following including but not limited to:

  • Certification as a Lifeguard Instructor (American Red Cross or equivalent); and
  • Certification as a Water Safety Instructor (American Red Cross or equivalent); and
  • Certification as an Aquatic Facility Operator (National Recreation and Parks Association) or Certified Pool Operator (National Swimming Pool Foundation) Note: Can be obtained either at time of hire or within six (6) months of appointment; and
  • Certification in CPR Professional Rescuer
  • Possession of a valid California Drivers License at the time of appointment

Selection Procedure:
After application submission candidates deemed qualified must complete all subsequent steps to advance in this selection process which includes the following:

Basic Supervisory Examination (Weight: 50%)
Candidates will be administered a written multiple-choice examination that is designed to measure basic knowledge of various supervisory practices and procedures (e.g. directing counseling guiding evaluating motivating disciplining developing and training subordinates delegation etc.) as well as customer service and reading comprehension.

The Basic Supervisory Exam will be administered either on a computer or in paper format.  The type of format will depend on the size of the qualified applicant pool.  Qualified candidates will be notified of the type of exam format in their exam appointment notification.

The score you achieve on this examination shall be valid and banked for three years starting from the date of the examination. This means that during this three-year time period you will not be required to take this test again should you apply and be found eligible for a future announcement for which this particular test is used. Please note this test is used for other supervisory classes therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the test for this future announcement is held within one year of the date of this examination your score will be automatically applied to that announcement. However after one year you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that should you re-test your re-test score would become your official score since it is the most recent.

This is a standardized written multiple-choice accordance with Civil Service Rule 111.11.4 inspection privileges do not apply to the questions and answers in this examination.

Supplemental Questionnaire (Weight: 50%)
Candidates who attain a passing score on the Basic Supervisory Examination will be sent a Supplemental Questionnaire. The Supplemental Questionnaire is designed to measure the knowledge skills and abilities required for this position. All candidates responses to the Supplemental Questionnaire are subject to verification. All relevant experience education and/or training must be included in the responses in order to be reviewed in the rating process. 

Note: Applicants who meet the minimum qualifications are not guaranteed to advance through all of the steps in the selection process.

A passing score must be achieved on both the Basic Supervisory Examination and Supplemental Questionnaire.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established so applicants can view the ranks final scores and number of eligible candidates. Applicant information including names of applicants on the eligible list shall not be made public unless required by law. However an eligible list shall be made available for public inspection upon request once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g. as a result of appeals) as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be 12 months and may be extended with the approval of the Human Resources Director.

Certification Rule: The certification rule for the eligible list resulting from this examination will be Rule of 10 Scores.  Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Terms of Announcement and Appeal Rights:

Clerical errors may be corrected by the posting the correction on the Department of Human Resources website at terms of this announcement may be appealed under Civil Service Rule 111A.35.1. The standard for the review of such appeals is abuse of discretion or no rational basis for establishing the position description the minimum qualifications and/or the certification rule. Appeals must include a written statement of the item(s) being contested and the specific reason(s) why the cited item(s) constitute(s) abuse of discretion by the Human Resources Director. Appeals must be submitted directly to the Executive Officer of the Civil Service Commission within five business days of the announcement issuance date.
