The Work Unit:
Section 507 of the federal Clean Air Act requires each state establish a program to assist small businesses with environmental compliance. The Small Business Assistance Program (SBAP)/Assistance Unit within the Planning and Policy Program assists small businesses with complying with regulations policies and programs as set forth by the Clean Air Act and promulgated by the U. S. Environmental Protection Agency the Air Quality Control Commission and the Colorado Department of Public Health and Environment (Department). In addition the unit works to develop partnerships with other agencies and the regulated community to advance environmental and public health goals through the development of innovative policies programs and environmental projects.


What you will be doing:
The purpose of this position is to work to implement the purpose of SBAP. SBAPs mission is to serve small businesses in Colorado by helping them understand achieve and maintain environmental compliance and by assisting them in moving toward a more sustainable business environment.
Colorado SBAP technical assistance staff dedicate part of their time to direct compliance assistance for businesses and their other time to applied research projects that support new or emerging regulatory topics or areas of priority. SBAP technical assistance offers free and confidential environmental compliance support outreach and advocacy to eligible small businesses throughout addition to supporting small businesses the program also assists other government entities such as county and city agencies.

Job Duties:
Technical assistance
Under the direct supervision and guidance of the SBAP/Assistance Unit Supervisor this position provides technical assistance for Division staff industries regulated under federal and state environmental regulations and other impacted entities and agencies.

Guidance and outreach
Under the direct supervision of the SBAP/Assistance Unit Supervisor this position researches and develops technical and implementation guidance and training for staff the regulated community and other stakeholders. This may include writing and distributing guidance materials or providing presentations.

Developing and Maintaining Subject Matter Expertise
Under the guidance and direct supervision of the SBAP/Assistance Unit Supervisor attend and participate in meetings seminars classes conferences webinars and self-study courses to maintain a current working knowledge of air pollution regulations issues and practices.
Keep current with upcoming regulations emerging issues advancing pollution prevention and energy efficiency strategies and effective methods of conducting technical environmental outreach.

Confer with others
Under the guidance and direct supervision of the SBAP/Assistance Unit Supervisor confer with Division staff other programs in the Division and Department sister state agencies other states industry the EPA trade associations and local governments to maintain communication and educate their members about environmental requirements enlist their support and help in environmental compliance matters.

Measure and report assistance performance
Under the guidance and direct supervision of the SBAP/Assistance Unit Supervisor enter assistance efforts into the database for tracking purposes identify and implement assistance performance metrics and provide reports to the Division EPA and the National SBAP association about assistance provided. Provide customers with a survey on SBAP assistance with the results tracked by the Small Business Liaison.

Other Duties as Assigned
Attends meetings serves on task forces or teams completes projects and performs other duties as assigned by the supervisor.

MINIMUM QUALIFICATIONS:
An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.
Experience Only:

Five (5) years of experience in environmental sciences environmental engineering environmental compliance technical regulation-based customer service or a closely related field as determined by the department.


OR

Education and Experience:

A combination of related education and/or relevant experience in environmental sciences environmental engineering technical customer service or a closely related field as determined by the department equal to five (5) years. Relevant education includes bachelors or advanced degrees in environmental science environmental engineering chemistry atmospheric science or related fields.


PREFERRED QUALIFICATIONS

In addition to the minimum requirements the successful candidate in this position will have the following experience:

  • Previous State Service related to the work assigned to the position
  • Familiarity with federal and state air quality regulations including Clean Air Act requirements and Colorado Air Quality Control Commission regulations
  • Understanding of air pollution science emission calculations and pollution control technologies
  • Ability to research interpret and apply complex environmental regulations to specific business scenarios
  • Experience with environmental compliance assessments and regulatory applicability determinations
  • The ability to communicate complex technical and regulatory information to diverse audiences including those with limited technical backgrounds
  • Ability to work in a collaborative manner and is capable of supporting complex projects with overlapping deadlines.
  • Understanding of pollution prevention energy efficiency or sustainability practices
  • Strong written communication skills including experience developing guidance documents compliance checklists or training materials
  • Experience conducting outreach training or technical assistance to regulated entities
  • Ability to track and understand changes in environmental regulations and policy guidance.
  • Ability to perform data querying analysis and reporting.
  • Experience with MS Office Suite (Word Excel PowerPoint) and Google Applications

CONDITIONS OF EMPLOYMENT

  • A pre-employment background check will be conducted as part of the selection process.
  • TRAVEL: Approximately 0-2 times per month as needed. Approx. one out of state trip per year
