GENERAL DESCRIPTION:

The EMS Unit Manager serves as the primary authority and subject matter expert for Wyomings emergency medical services system providing strategic leadership that supports statewide public health emergency preparedness and response readiness. This position directs and oversees the Office of Emergency Medical Services (OEMS) and plays a key role in ensuring Wyomings EMS system is prepared to respond effectively to routine emergencies large-scale incidents and public health events.

The EMS Unit Manager is responsible for all OEMS operations including ensuring compliance with state statutes and regulations maintaining fiscal integrity and overseeing the licensing and credentialing of Wyoming EMS providers. The role collaborates with public health partners emergency management agencies healthcare systems and local EMS organizations to promote a coordinated resilient and sustainable EMS system that protects the health and safety of Wyoming communities.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.


  • Serve as the principal subject matter expert and advisor to Wyoming Department of Health leadership on EMS trauma systems and emergency preparedness as it pertains to the EMS system.
  • Lead the review and implementation of state statutes along with drafting reviewing and implementing administrative rules to ensure the EMS regulatory framework remains modern and legally sound. Provide technical expertise on legislative bill reviews and fiscal notes.
  • Lead and execute EMS Strategic Planning efforts providing a vision and mission that aligns with the Wyoming Department of Health and Public Health Division strategic plan. Ensuring all activities led by staff align with the strategic plan adhere to federal and state regulations and maximize staffing capacity.
  • Direct the daily operations of the Office of EMS (OEMS) including the management of personnel licensing processes and protocols education standards and regulatory investigations. Ensure all policies and standard operating procedures align with and adhere to state and federal regulations.
  • Exercise primary fiduciary responsibility for the OEMS budget including the strategic allocation of state general funds federal grant funds fee-based revenue and the fiscal health of the office.
  • Direct the lifecycle of RFAs and RFPs for statewide equipment and services ensuring all contracts and MOUs are negotiated for maximum value and monitored for strict performance compliance.
  • Oversee the Wyoming Ambulance Trip Reporting System (WATRS) utilizing analytics to drive evidence-based policy and system performance improvements.
  • Supervise mentor and evaluate a multidisciplinary team fostering a culture of professional development and accountability.
  • Act as the primary liaison between the OEMS and key partners including the State EMS Advisory Board Wyoming EMS Association the Interstate Compact and the National Association of State EMS Officials (NASEMSO).
  • Ensure EMS integration with the broader public safety infrastructure FirstNet operations and participate as a member of the Response Coordination Team during mass casualty public health or medical responses.
  • Oversee the annual conference planning efforts to ensure that the OEMS hosts a robust statewide conference providing valuable high-quality and relevant topics to EMS providers throughout Wyoming.

Qualifications


PREFERENCES:


Preference will be given to candidates with a Masters Degree in Public Administration Healthcare Administration Emergency Management Education or a related field; A minimum of 4-6 years of progressive leadership experience in EMS public health or emergency management; and active or former licensure as a Paramedic.


KNOWLEDGE:


  • Experience with Microsoft Office Suite Products and Google applications.
  • Experience with public speaking.
  • Experience in drafting and managing contracts.
  • Experience in supervisory duties and staff management.
  • Knowledge of grant-funded program management both state and federal.
  • Knowledge of budget management project management and Wyoming procurement and purchasing procedures.
  • Knowledge of EMS system design.
  • Knowledge of concepts principles and practices of EMS administration challenges and trends in EMS and service provisions and the Wyoming EMS landscape.
  • Knowledge of Wyoming personnel rules.
  • Knowledge of state and federal laws and regulations
  • Knowledge of legal requirements and procedures relating to rule promulgation.
  • Knowledge of the administrative fair hearing process citation and interpretation of complex legislation.
  • Knowledge in navigating various information systems.
  • Knowledge and experience in facilitating and implementing strategic planning processes.
  • Proficiency in performance management and quality improvement processes.


MINIMUM QUALIFICATIONS:

Education:
Bachelors Degree (typically in Healthcare)
Experience:
2-4 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Manager I
OR
Education & ExperienceSubstitution:
5-7 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Manager I

PHYSICAL WORKING CONDITIONS:


  • Must be able to travel both in-state and out-of-state. Travel is expected to be 5-15%.
