Title: GIS Specialist
Location: Los Angeles CA (5 days onsite in every week)
Scope of Work: Geographic Information Systems Projects
1. Objective
The purpose of this Scope of Work is to outline the tasks and responsibilities required for two Geographic Information Systems (GIS) Analyst contractor positions. These contractors will support the variety of GIS projects and requests within the Los Angeles Police Department (LAPD). Having these two GIS Analysts will serve to keep the Geospatial Technology Unit (GTU) and the LAPD at large better prepared for special large scale and minor events.
2. Project Scope
The two GIS Analysts will be able handle all GIS tasks and projects that arrive at GTU. The GIS Analysts will be responsible for data collection and web map dashboard deployment and maintenance in support of events and to help with the Critical Infrastructure / Key Resources (CIKR) mapping. Work would also include geospatial edits for the citys 911 emergency response system and map creation for the 21 LAPD Divisions. Most of these tasks would fall under ESRI ArcGIS systems. Some Python scripting experience would be preferred.
3. Team Responsibilities
With these two GIS Analysts helping GTU the breadth and functionality of online web map dashboards would increase. Dashboards quickly furnish real-time and historical data to leadership. They enhance decision making and facilitate a more informed approach to resource management.
These dashboard projects include:
2028 Summer Olympics in Los Angeles (LA28) web map development
o Analysts would also help with data editing and wrangling of Olympic site geospatial data
CIKR mapping for LAPD sites
o Analysts would also help to develop and maintain a web form built with Survey123 to collect CIKR by LAPD site
This survey would allow LAPD to prioritize inventoried CIKR
This GIS editing work for the 911 emergency response system underpins public health and safety initiatives for the residents and visitors of Los Angeles. The GIS Analyst would be responsible for the following:
Modifying street and boundary data to ensure faster response times
Modifying point data of commonplaces in the city of Los Angeles which assist when users call 911 from these locations
Editing city basic car and Reporting Districts polygon boundaries ensuring no gaps or overlaps in the result polygons
This editing work ensures faster response times when citizens reach out to the 911 emergency response system.
Other responsibilities for these two GIS Analysts:
Building digital twins in support of LA28 and other major events
Handling map creation and print requests
Changing paper and ink in plotter printer other plotter maintenance tasks as require
Python scripting and automation tasks to capture and maintain data and create maps
4. Team Member Qualifications
Proficiency in editing geospatial data running topologies and testing
Scripting skills to automate simple and more sophisticated GIS tasks
Ability to create and deploy web map applications within the ArcGIS platform
Knowledge of working with 3D models and digital twins
Physical fitness to work with plotter printers and associated hardware
Strong teamwork communication and problem-solving skills
