POSITION OVERVIEW:
The Electromagnetic Warfare Officer (EWO) Training Specialist will provide Operational Environment (OE) and Cyber Warfare training effects to NATO training exercises at the Joint Multinational Readiness Center (JMRC). JMRC supports the U.S. Army Europe theater security cooperation plan through planning and participation in NATO and U.S. Army Europe exercise programs. As a member of JMRCs Operations Group (OPSGRP) The EWO Training Specialist will support JMRCs mission to train Multinational Interoperability to U.S. NATO and partner nation forces up to the Division level in an extended Live Virtual and Constructive Decisive Action Training Environment.
The EWO Training Specialist is a Cyber Warfare subject matter expert (SME) and supporting member of the JMRCs Electromagnetic Warfare staff.
The EWO Training Specialist supports planning for both future rotations (FUOPS) and current exercises (CUOPS). The EWO Training Specialist will evaluate training requirements at planning conferences and develop training programs to ensure military training will support current and future operations. The EWO Training Specialist researches and analyzes plans concepts organizations and requirements in one or more battlefield operating systems. The EWO Training Specialist evaluates current interoperability and effectiveness of exercises and provides recommendations to improve future operations and training exercises.
DUTIES:
Supports the planning preparation and execution of Joint and multiservice /multinational Exercises Mission Rehearsal Exercises Rotational Training Unit (RTU) events.
Develops training plans and trains U.S. forces in Cyber Electromagnetic Activities (CEMA)in support of the Joint Event Life Cycle. As required observes CEMA Cell planning process targeting process and reporting distribution and employment of organic Electromagnetic Warfare (EW) equipment echelons above Brigade (EAB) employment and staff integration.
Enhances the effectiveness of EW and Cyber (CY) training and applies subject matter expertise to ensure training and contingency plans are optimized.
*Plans and executes EW in support of RTU training objectives and mission essential tasks while mentoring military members on EW integration at the Joint Multinational
Readiness Center (JMRC) especially as it relates to the non-kinetic targeting cycle.
Participates in Planning Conferences In-Progress-Reviews and briefings.
Performs the duties as the Division EW Operations Officer during Brigade Combat Team rotations while simultaneously replicating Joint Task Force or higher EW capabilities.
Coordinates with other services and national agencies for the employment of EW assets
at the JMRC.
Trains and mentors service members (primarily brigade battalion or regiment EWO but also other staff members within S-2 S-3 and S-6) on best EW practices and courses of action in order to best attack enemy networks while supporting the Scheme of Maneuver.
During each JMRC rotation develops training scripts for EW integration; assists in developing various types of intelligence injects to execute these scripts and oversees the proper execution of these scripts.
In conjunction with JMRC scenario writers develops EW products for the rotational unit in response to requests for information develops storyboards and provides lessons learned for use during various After-Action Reviews (AARs) and Post Rotational Reviews (PRR).
Provides input for the evaluation of staff performance especially as it relates to incorporation and integration of all available assets for EW and CY.
Conducts day to day activities at the direction of the JMRC CEMA Cell.
Provides analytical insight to support or when directed leads the planning and execution of full spectrum Cyberspace operations.
Conducts expert analysis and planning within Joint and Army frameworks resulting in the development of Cyberspace operations training scenarios at the JMRC.
Coordinates targeting strategy development and engagement responsibilities with brigade level assets. Drafts targeting lists for scenarios and write Complex Battlefield Injects (CBIs) to facilitate identified unit training objectives.
Operates across the staff at the JMRC to ensure Cyber Warfare CBI tasks are executed.
REQUIRED EDUCATION AND EXPERIENCE:
Masters degree in a related field and 3 years specialized experience; OR Bachelors degree in a related field and 6 years specialized experience; OR 10 years of specialized experience.
DESIRED SKILL AND QUALIFICATIONS:
Former U.S. military with expertise in U.S. military Electromagnetic Warfare and Cyber planning
Demonstrates a thorough understanding of Cyberspace Operations (Joint Publication 3-12).
Knowledgeable of NATO Electromagnetic Warfare and Cyber Doctrine.
Experienced military trainer/instructor with the ability to conduct After Action Reviews (AARs).
Knowledge of the Joint and Army Cyberspace operational enterprises including ARCYBER USCYBERCOM Joint Staff JFHQ-Cs Geographic Combatant Command and
Functional Commands.
Completed Joint Targeting School and have experience in the Joint Planning Process and non-kinetic fires integration (formal schooling preferred).
Tactical and operational experience as a staff planner.
Proficiency in the use of Microsoft Office Suite.
Possess attention to detail organization communication analytical and problem-solvingskills.
Ability to work long hours on consecutive days/nights in support of exercise preparation execution evaluation and close-out.
*Ability to obtain a HWMMV license and drive under low illumination conditions with aid of night vision devices.
