Description of Work

This Engineer I is a Contributing Engineer position within the Municipal Permitting Unit. This Unit is responsible for implementing the Federal National Pollutant Discharge Elimination System (NPDES) permitting program typically for municipal/domestic wastewater discharges to surface waters. Professional Engineer licensure/Engineer Intern certification is not required but is considered an asset.

This position requires proficiency with computers word processing software and spreadsheets and the ability to: comprehend and properly interpret regulatory documents perform detailed review and analysis of documents and datasets evaluate data and identify relationships and trends conducive to system evaluation and improvement and effectively communicate regulatory and technical information to a range of audiences (little to no subject matter knowledge to subject matter experts). May drive state vehicles; NC Drivers License required. Occasional overnight travel may be required.

Key Responsibilities:

-- Develop/issue NPDES wastewater permits for moderately complex facilities

-- Perform engineering review of proposed wastewater alternatives

-- May perform water quality modeling

-- Peer Review of other Engineers draft permits

-- Attend public hearings on permit issues and respond to questions from general public and regulated community

-- Assist supervisor/unit with special projects

The Division of Water Resources:

The Division of Water Resources (DWR) is responsible for protecting North Carolinas drinking surface and groundwater for all waterbodies including lakes streams rivers wetlands and aquifers. This environmental stewardship is accomplished through actions including permitting issuance investigations regulatory compliance and enforcement monitoring and field assessments certifications laboratory analysis and testing planning water quality standards management educational outreach and other efforts. Water Quality NPDES Permitting is responsible for issuing National Pollutant Discharge Elimination System (NPDES) wastewater permits and Authorizations to Construct; conducting and reviewing dilution models; coordination/oversight of statewide permitting of wastewater collection systems and compliance statewide pretreatment programs and sewer line permits; and effective and reliable database administration.

This position currently qualifies for a hybrid telework option with routine office and remote workdays. Minimum Education and Experience

Bachelors degree in an applicable field of engineering from an appropriately accredited institution or an equivalent combination of education and experience.
