Division Overview
The Housing Management Division (HMD) manages 3229 public and affordable housing units located at 68 sites serving more than 6500 residents. HMD generates and utilizes the resources of the LACDA to provide quality affordable housing and expand opportunities to improve the quality of life in housing developments through the involvement of employees residents and community partners. HMD also implements and administers various funds for the improvement and modernization of the public housing developments and utilizes various grants to provide needs-based services to public housing residents including at-risk youth and their families

Position Overview
Under direction leads trains oversees and/or performs a wide variety of complex and skilled maintenance and repair duties with a special focus on plumbing systems including installation troubleshooting and preventive maintenance. Inspects assigned facilities grounds and equipment for maintenance issues and performs highly skilled building and grounds maintenance and mechanical tasks to improve maintain and repair reported problems. Performs related duties as assigned.


ESSENTIAL JOB DUTIES

  • Participates in planning scheduling assigning and reviewing the work of designated staff engaged in unskilled semi-skilled and skilled work in the maintenance and repair of agency facilities; participates in training and developing employee skills.
  • Leads and participates in inventory and control of supplies spare parts and equipment for use in work areas.
  • Performs a variety of skilled and advanced journey-level trades work in one or more areas such as carpentry plumbing HVAC painting electrical heavy equipment operations and related building and construction trades required in the maintenance and repair of Authority facilities grounds and equipment.
  • Repairs vehicles and power equipment; designs or modifies dwelling or office accommodations; prepares and oversees staff in preparation of surfaces for painting; and paints buildings and other structures.
  • Prepares and/or leads staff in preparing vacant units for agency owned property rehabilitation work.
  • Leads staff in the removal and cleanup of debris resulting from construction maintenance demolition or repair work around facilities and grounds including the handling and removal of hazardous materials.
  • Participates in inventory and control of supplies spare parts and equipment for use in work areas.
  • Creates distributes assigns and assures completion of work orders and time on jobs; tracks daily activities and enters data into automated system.
  • Participates in and/or leads staff in grading and backfilling trenches excavations or elevations; preparing grounds for landscaping; mowing lawns; applying pesticides or engaging in other forms of pest or vector control and performs other landscape maintenance activities; cutting trims and removes brush weeds shrubbery and trees and removes sticks logs and other debris from development grounds.
  • Participates in the painting of and/or leads painting projects and staff for painting Authority properties; estimates projects needs such as materials staff timelines and costs; prepares and covers walls and surfaces fills and repairs surface holes and cracks mixes and applies paints vanishes and sealants.
  • Repairs and/or oversees staff in completing plumbing maintenance and repair tasks such as unplugging drains sinks tubs showers and toilets.
  • Performs a variety of highly skilled technical duties in the maintenance of drainage structures to ensure efficient drainage including concrete and open channels gutters drains detention basins and drop inlets; cleans sewers and flushes catch basins; provides work direction and guidance to maintenance staff in performing the more routine associated maintenance activities.
  • Participates in and leads staff in the removal installation and repair of drywall.
  • Participates and oversees staff in asphalt maintenance including demolition and preparation of areas to be resurfaced sealing of cracks and attending to trip hazards; mixes concrete mortar or other substances and materials used in construction or building repair.
  • Observes safe working practices including maintaining storage areas in a safe condition.
  • Identifies and reports building maintenance needs to appropriate leadership staff; recommends prepares and implements schedules staff supplies equipment and priorities to complete building maintenance projects.
  • Operates and maintains a variety of motor vehicles and a variety of light medium and heavy equipment related to the construction maintenance and repair of construction systems and facilities; hauls debris to dumpsite and deliver building supplies equipment or other materials to various locations.
  • Operates and provides training and staff oversight in the operations of a variety of maintenance equipment such as pneumatic hand and power tools portable pumps and equipment related to work assignment as instructed.
  • Maintains accurate logs and records of work performed and materials and equipment used; prepares reports such as requisitions accident reports and similar as required.
  • Performs other duties as assigned.

QUALIFICATIONS

Essential Knowledge and Abilities:

Knowledge of:

  • Principles practices methods equipment materials and tools used in maintenance and repair of Authority buildings and facilities.
  • Operation maintenance and calibration of a wide variety of equipment hand shop and power tools used in performing assigned work.
  • Principles of providing functional direction and training.

  • Occupational hazards and safety equipment and practices related to the work.
  • Principles and procedures of basic record-keeping and reporting.

PHYSICAL DEMANDS
Must possess mobility to work in the field; strength stamina and mobility to perform medium to heavy physical work; to sit stand and walk on level uneven or slippery surfaces; frequently reach twist turn kneel bend stoop squat crouch grasp and make repetitive hand movement in the performance of daily duties; to climb and descend ladders to operate varied hand and power tools and equipment and to operate a motor vehicle and visit various Authority sites; and vision to inspect and operate equipment. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards which may include working on live electrical wires. Finger dexterity is needed to operate and repair tools and equipment. Employees must possess the ability to lift carry push and pull materials and objects averaging a weight of 50 pounds or heavier weights in all cases with the use of proper equipment and/or assistance from other staff.

ENVIRONMENTAL CONDITIONS
Employees work in the field and are exposed to loud noise levels cold and hot temperatures inclement weather conditions road hazards vibration chemicals mechanical and/or electrical hazards hazardous physical substances insects vermin and fumes dust and air contaminants. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing divisional policies and procedures.


Education and Experience:
Any combination of training and experience that would provide the required knowledge skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education:
  • Equivalent to completion of twelfth (12th) grade supplemented by specialized training or coursework in building maintenance grounds maintenance trades and/or construction.

Experience:
  • Three (3) years of increasingly responsible experience performing semi-skilled and skilled facilities maintenance construction and repair work equivalent to that of the Maintenance Worker with the Los Angeles County Development Authority.

Desirable Qualifications:

  • Experience maintaining repairing troubleshooting and installing residential plumbing systems including responding to emergency plumbing situations.
  • Possess a valid Plumbing License issued by the County of Los Angeles or other municipality

Salary Compensation

Salary compensation is determined based on qualifications which include experience education knowledge skills and abilities. Initial salary placement typically falls between the start and mid-point of the posted range. Promotional hires receive a standard promotional increase. New hires cannot start at the maximum of the posted range.
