Our Safety Division is seeking a Senior Manager Occupational Health and Safety (OHS) to lead the development and sustainment of OHS management programs plans and systems at Metrolinx.
This role contributes to the development of the OHS Strategy to support and align with Metrolinxs Corporate Safety Mission and Vision and the desired Safety Culture at Metrolinx. The Senior Manager also leads the development implementation and ongoing improvement of OHS and the Metrolinx Safety Management System (SMS) in alignment with ISO 45001 requirements.
What will I be doing
- Provides strategic leadership and subject matter expertise in the implementation and evaluation of effective OHS and SMS plans and actions to protect employees contractors and the public against hazards.
- Leads and implements improvements to OHS programs plans procedures systems and policies based on existing new and upcoming health and safety legislation and best practices.
- Leads the continuous improvement of health and safety through the analysis of leading and lagging performance indicators and the application of rigorous root cause analysis and recommendations for future prevention.
- Possesses strong analytical and communication skills to improve health and safety compliance.
- Possesses leadership and technical expertise to promote a culture of safety with business units and to ensure the organization meets legislative requirements.
- Provides subject matter expertise to lead the development management and maintenance of the safety management programs to eliminate hazards mitigate risk and align with the Metrolinx Enterprise SMS.
- Leads the implementation and ongoing monitoring of the Enterprise SMS.
- Assesses the adequacy and effectiveness of program elements and associated risk controls and proactively provides recommendations for improvement.
- Leads safety activities to proactively identify and resolve health safety and industrial hygiene issues escalating high profile and complex issues to the Director with recommendations on appropriate actions/strategies to mitigate risks.
- Leads regular and ad hoc safety investigations audits and inspections of business units and external contractors to identify safety hazards associated with the work performed.
- Ensures that the SMS and corporate processes are compliant at all times with Ministry of Labour and Occupational Health and Safety Act requirements.
- In partnership with other Metrolinx stakeholders leads internal/external consultation engagement and communication on plans and studies to further develop Metrolinxs brand and corporate objectives.
- Builds collaborative relationships and gains trust with stakeholders to foster good relations drive results realize project outcomes and manage conflicts.
- Coordinates with management to develop safety goals objectives safety initiatives and actions plans.
- Works collaboratively with the broader safety division and business units with respect to hazard identification and control accident investigation and notifications to external authorities.
- Builds and maintains strong working relationships with cross-functional departments/business units (e.g. Operations Legal Services Human Resources) to ensure understanding of health and safety objectives and program requirements to support the achievement of business objectives and ensure regulatory compliance.
- Minimizes corporate liability by building relationships with internal and external stakeholders to mitigate risks and resolving escalating issues.
- Leads the development of safety programs policies procedures processes and tools related to occupational health and safety that reflect best practices industry standards and regulatory/legislative compliance ensuring rigorous risk assessment and health and safety management systems are in place.
- Manages unit operating budgets and monitors adherence to budget constraints.
- Directly manages a team of safety professionals and provides staff training and mentoring as well as on-going technical leadership direction and guidance.
- Creates a working environment that is aligned with the organizations desire to be an employer of choice ensuring that people resources possess the required skills are properly aligned and are provided with the support to do their job well.
- Possesses technical and functional leadership skills and provides advice to the safety team and business units in a matrix-oriented environment to support and influence the implementation of safety management plans.
- Completes other safety-related tasks as assigned.
QualificationsWhat Skills and Qualifications Do I Need
- Completion of a degree in Occupational Health and Safety Industrial Hygiene or related discipline or a combination of education training and experience deemed equivalent.
- Demonstrated years of experience in progressively senior management experience in developing executing and monitoring safety programs and activities.
- Canadian Registered Safety Professional (CRSP) Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH) designation is an asset.
- A valid Ontario Class G drivers license is required.
- Knowledge of applicable legislative and regulatory requirements as well as best practices governing occupational health and safety.
- Excellent time management organizational and leadership skills to coordinate competing complex projects under pressure to meet schedule commitments.
- Analytical and problem solving skills to examine incidents and problems detect root causes and resolve issues.
- Interpersonal communication and negotiation skills to lead consultations and resolve issues.
- Ability to assess prioritize and respond to manage emergency situations.
- Excellent proficiency in MS Office (e.g. Outlook Word Excel PowerPoint) etc.
- May be required to work evenings and/or weekends on a call-in basis during emergencies and as needed.
- Ability to work outdoors at locations throughout the Metrolinx network in all types of weather conditions and possibly on uneven terrain.
- Exposure to properly controlled hazards (e.g. train movements vehicle movements designated substances); may be required to use personal protective equipment (e.g. hard hats hearing protection protective eyewearprotective clothing fall protection respirators and protective footwear).
