The Director of Safety and Security provide leadership and oversight for all aspects of public safety and security operations at Yakima Valley College (YVC). The incumbent works in close collaboration with the campus community and external stakeholders in maintaining a welcoming and safe learning environment that advances student success in alignment with YVCs mission and strategic directions.

Essential Tasks

  • Lead and direct the safety and security operations of the College ensuring the safety and security of students faculty staff visitors and assets at the College campuses and learning centers in Yakima Grandview Toppenish Ellensburg and Sunnyside.
  • Participate in investigations and review daily incident reports for follow-up actions ensuring that investigations are conducted in a timely manner by appropriate security staff and college administrators are duly informed.
  • Forge relationships with local state and federal law enforcement agencies and assist or request assistance from them in contributing to safety risk management and emergency preparedness planning training drills and exercises at the College.
  • Advise the College leadership on safety and security matters and serve as incident commander and chief internal communicator in crisis and emergency situations in collaboration with the VPAS and Community Relations department.
  • Monitor and coordinate campus response systems related to fire safety intrusion detection and other critical incidents across the College facilities.
  • Provide leadership and guidance in times of crisis conflict and other challenges regarding the overall safety of the campus community.
  • Collaborate with campus stakeholders other departments and external partners to investigate and resolve disruptive or safety-related issues or complaints in a professional timely and confidential manner.
  • Develop and administer the Safety and Security Department annual budget including monitoring and approving expenditure in accordance with institutional priorities and mission.
  • Serve on college-wide committees and workgroups including and not limited to health safety and emergency response; and be active on statewide councils or committees.
  • Support and coordinate with internal stakeholders including students other departments and colleagues to address their concerns as well as improve perceptions about safety and security at the College.
  • Support departments and colleagues on issues of safety for their events programs and transportation (e.g. access to fleet vehicles).
  • Support colleagues in the Student Services Division regarding issues that are pertinent to the safety and security of students including the student disciplinary process as needed and serving on committees (i.e. YVC CARES).
  • Ensure the timely documentation communication and reporting of issues that rise to the level of Title IX are timely communicated to the Human Resources Department and assist them in Title IX investigations as needed.
  • Ensure that security equipment including cameras door lock system access control and alarm systems are inspected regularly and function appropriately.
  • Direct and supervise the Department of Safety and Security staff members including full-time part-time and temporary employees (i.e. student workers) ensuring adequate staffing for around-the-clock coverage and consistent performance.
  • Ensure staff members meet mandatory training requirements upon their hire and additional training on basic CPR Incident Command System (ICS) etc.
  • Ensure that safety and security reports and records are maintained and easily accessible when needed.
  • Manage special projects and perform other assignments as directed to support the Department operations in advancing the safety and wellbeing of constituent groups at the College.

Qualifications

MINIMUM QUALIFICATIONS:

  • Bachelors degree in criminal justice emergency management social sciences business administration public administration (or a related field).
  • Four (4) years of progressively responsible experience in law enforcement public safety or emergency management.
  • Two (2) years of supervisory experience in safety security emergency response or similarly structured setting preferably at a higher education institution public entity or unionized environment.
  • An equivalent combination of education and experience may be taken into consideration.
KNOWLEDGE SKILLS AND ABILITIES
  • Demonstrated leadership and supervisory skills along with the ability to work collaboratively with the college community including students employees and external groups from all backgrounds.
  • Demonstrated ability to work collaboratively with colleagues in being a good communicator team player and relationship builder.
  • Ability to work collaboratively with external groups including law enforcement fire services and emergency response agencies.
  • Knowledge of federal state and local laws relating to campus safety including the Clery Act Title IX VAWA Act and RCWs and WACs in the state of Washington.
  • Skilled in developing implementing and evaluating policies procedures and response plans.
  • Ability to analyze reports and records collate data and prepare reports required under federal and state laws as well as YVCs policies and procedures.
  • Knowledge of security technologies including access control systems emergency response systems video surveillance radio communications and other alarm systems.
  • Ability to support and oversee teams in a 24/7 operational environment
  • Ability to handle sensitive or emergent situations with tact diplomacy persuasion sound independent judgment professionalism discretion and confidentiality.
  • Experience developing and managing departmental budgets.
  • Comfortable working with email word processing spreadsheets and presentation software.
  • Possess and maintain a valid US drivers license with a credible driving history.
