Job Summary

Position Summary

The Program Analyst assists in assuring that approved programs of education and training provided to Veterans Administration (VA) eligible persons are quality programs and meet all Federal codes Department of Veterans Affairs policies and procedures State and Alabama Community College System requirements.

Essential Duties and Responsibilities

PRIMARY DUTIES:

  1. Conduct full facility reapprovals and modified approvals each year for institutions currently approved by the SAA.
  2. Review applications for new schools and training establishments seeking approval to offer VA education benefits; communicate with the new facilities regarding approval criteria to ensure their ability to comply with all requirements and regulations.
  3. Review applications and supporting documentation for new programs for currently approved schools and ensure the programs meet current approval criteria.
  4. Suspend and/or withdraw schools and training establishments that fail to comply with approval criteria and provide notice to the facility via certified mail under the direction of the SAA Director.
  5. Provide a Notice of Approval letter to the VA for each approval denial suspension or withdrawal to include legal authority and conditions of approval effective date and attachments of required documents.
  6. Maintain a current list of schools which have had current catalogs approved and when necessary contact schools which have not submitted current publications.
  1. Maintain a current email distribution list of all school certifying officials.
  2. Process and track denial of benefit letters/email notifications.
  3. Attend and take notes of periodic SAA meetings conferences and VA workshops/webinars to keep generally informed regarding administration of the VA program as requested.

SECONDARY DUTIES:
  1. Review the VA rules and regulations to assist with analyzing and interpreting the SAA responsibilities to institutions and establishments.
  2. Provide appropriate instructions to institutions and establishments so the proper methods of record keeping and reporting are developed and maintained.
  3. Accompany SAA staff members on school visits.
  4. Other duties as assigned.


Qualifications

REQUIRED:

  1. BA/BS degree from a regionally accredited institution.
  2. Four (4) years of directly related experience.
  3. Ability to pass federal government security clearance.
  4. Ability to communicate effectively both orally and in writing and the ability to maintain confidentiality.
  5. Ability to travel overnight.
