Job Summary

The Water Plant Manager is responsible for the day-to-day management of personnel and operations to ensure continuous compliance with all water quality standards including the Safe Drinking Water Act (SDWA) and Clean Water Act (CWA). This role oversees the operation and maintenance of the water treatment plant and distribution system making critical process control and system integrity decisions to ensure safe compliant and reliable water services.

Key Responsibilities:
  • Direct and supervise daily water treatment plant and water distribution system operations.
  • Serve as the Operator in Responsible Charge (ORC) for Level III Treatment (T3) and Level III Distribution (D3) systems.
  • Make process control and system integrity decisions to maintain regulatory compliance and operational reliability.
  • Ensure verification and maintenance of instrumentation readings a minimum of three times daily to ensure data accuracy and system performance.
  • Provide technical leadership on water quality treatment processes permitting laboratory management and regulatory compliance.
  • Ensure compliance with U.S. Government (USG) Navy Overseas Drinking Water Program SDWA and CWA requirements.
  • Coordinate and support inspections conducted by local state and federal regulatory agencies.
  • Respond to water quality incidents and customer concerns including on-call response corrective actions documentation and reporting to management.
  • Manage procurement and inventory of treatment chemicals monitoring equipment and chemical feed systems.
  • Train and mentor plant operators field services personnel and water quality staff in treatment practices and environmental initiatives.
  • Support Environmental Management Program initiatives to maintain continuous compliance.
  • Assist with budgeting financial planning and cost control related to water operations.
  • Lead special projects and prepare technical and operational reports as required.


Requirements

Requirements:
  • Minimum of 24 years of experience in water and/or wastewater operations including laboratory and regulatory compliance. Clean Water experience preferred.
  • Current U.S. State operator certification for Level III Treatment (T3) and Level III Distribution (D3) water systems.
  • Ability to serve as Operator in Responsible Charge (ORC).
  • Valid U.S. drivers license.
  • Ability to obtain and maintain a Common Access Card (CAC).
  • Strong working knowledge of water treatment processes and water quality regulations.
  • Proficiency in Microsoft Word Excel and Outlook.

Preferred Items:

  • Bachelors degree in Biology Chemistry Life Sciences Environmental Science Environmental Engineering Microbiology or related field.
  • Prior supervisory experience in water or wastewater operations.
  • Experience working in regulated or government-operated utility environments.

Preferred Skills:

  • Strong verbal and written communication skills.
  • Customer service and public interaction capabilities.
  • Ability to safely operate tools equipment and monitoring systems.
  • Strong organizational and problem-solving skills.
  • Ability to work independently and make decisions within established guidelines.
