ORGANIZATIONAL BACKGROUND
The United Nations World Food Programme (WFP) is the worlds largest humanitarian organization saving lives in emergencies and using food assistance to build a pathway to peace stability and prosperity for people recovering from conflict disasters and the impact of climate change. Present in Pakistan since 1968 WFP works with the Government and partners to improve food security and nutrition among the most vulnerable communities across the 2024 WFP reached 3.2 million people across Pakistan through livelihoods and resilience programmes nutrition prevention and treatment school meals and social protection programmes.
Halfway through its WFP Country Strategic Plan () the Pakistan Country Office is intensifying efforts to diversify its partnerships portfolio across all programme areas. At present more than 80 percent of funding is directed toward a single activity and originates from a single contribution as such there is a need to diversify funding sources and mobilizing support for under-resourced priorities (such as school meals and resilience building). At the same time the imminent departure of the Reporting Officer will create a gap in delivering timely donor reports and meeting corporate reporting obligations including the Annual Country Report.
In this context the CO needs the support of a TDY to strengthen efforts to diversify the donor base engage new partners and mobilize resources; as well as ensure continuity in reporting functions during staffing gaps.
KEY ACCOUNTABILITIES
Partnerships and Strategic Engagement
Prepare 2026-2027 partnership road map through updating the scoping and mapping of partnership opportunities based on complex analysis of current political and social events data and trends market environments ROI assessments and due diligence.
Prepare CO 2026 strategic positioning action plan vis-à-vis national government and international financial institutions based on solid global financing for development directions and geopolitical understanding to influence the policy and financing decisions in support of the SDGs Zero Hunger and WFPs role therein.
Update CO value proposition in 3-5 specific thematic areas; Create tailored content and language that speak to partner audiences and align with on-going policy dialogue.
Contribute to the preparation of partnership proposals strategic agreements joint strategies and/or MOU taking into account corporate norms processes and external regulations; Ensure quality control of content by engaging with relevant functional units RB and HQ.
Facilitate strategic dialogue with partners through preparation of briefing materials.
Reports and Operational Information Management (OIM)
Oversee the preparation of various corporate documents including but not limited to: monthly country briefs situation reports daily operational briefs and other documents requested by Country Office management.
Oversee the production of the Annual Country Report (ACR) for the Annual Reporting Exercise in collaboration with the country office programme monitoring & evaluation and logistics functions to coordinate and ensure coherence and quality of information.
Support the recruitment and onboarding of the new national reporting associate - provide guidance and capacity development with the goal to build the capacity of the team to effectively manage Reporting activities for the Country Office in the long-term.
QUALIFICATIONS AND EXPERIENCE REQUIRED:
Education:
Advanced University degree in International Relations Public Relations Communications Marketing Journalism Programme Management or other relevant field or First University degree with additional years of related work experience and/or trainings/courses.
Experience:
5 years or more of postgraduate professional experience in a relevant field of work preferably in another UN agency/organization or NGO.
Knowledge and Skills:
Strong written and oral communication skills.
Strong analytical skills with the ability to analyse and interpret information and draw out the key messages.
Able to supervise coach provide guidance and support more junior members of the team.
Specialised knowledge partnerships information management and communications best practices techniques and processes with some understanding of the basic theoretical background.
Understanding of programme planning and implementation processes.
Knowledge of common business principals and processes and the ability to quickly assimilate UN/WFP specific processes and systems.
Language:
Fluency in spoken and written English is required.
