Due to ongoing ESF (European Social Fund) programmes and the need for temporary reinforcement knowledge transfer and process review Delft Municipality is seeking an experienced ESF professional who can support the organisation for a limited period starting in early 2026.
DEADLINE & EMPLOYMENT CONDITIONS
Start date: 02/02/2026 (negotiable: slightly earlier or later)
End date: 30/04/2026
Contract duration: 3 months with possibility of extension up to 6 months
Hours per week: 8 to 16 hours per week
Location: On-site in Delft South Holland The Netherlands
Contract type: Secondment / Subcontracting (Detachering)

WHY THIS ASSIGNMENT
Delft Municipality has been successfully implementing European Social Fund (ESF) programmes for many years through its Subsidy Service Point.
To ensure continuity quality and future-proofing of ESF execution the municipality is looking for a senior ESF professional who can:
Temporarily support ongoing ESF calls
Transfer knowledge to a new colleague without ESF experience
Review and improve the current ESF execution process
This assignment combines hands-on execution coaching and process optimisation within a public-sector context.
SCOPE OF THE ASSIGNMENT
Knowledge Transfer & Coaching
Onboarding and coaching a new employee without prior ESF experience
Explaining relevant legislation regulations application procedures and reporting requirements
Providing hands-on guidance during the execution of ongoing ESF calls
Process Analysis & Advisory
Analysing the current ESF execution process
Identifying improvement opportunities in efficiency compliance and documentation
Delivering a concrete advisory report with recommendations for process optimisation
REQUIRED EXPERTISE
Extensive experience with ESF regulations (European Social Fund)
Preferably experience within the public sector or non-profit organisations
Ability to translate complex subsidy trajectories into practical and understandable workflows
Proven experience with process analysis and improvement proposals
Strong communication and coaching skills
EXPECTED RESULTS OF THE ASSIGNMENT
A fully onboarded professional who can independently execute ESF calls
A clear well-supported advisory report for improving the ESF process
An optimised ESF process that complies with current subsidy requirements
