BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The HR Officer Consultant will be based out of Regional Bureau Cairo Egypt supporting the countries in Middle East North Africa and Eastern Europe region. The incumbent will develop gain support for and implement the approaches needed to identify attract and acquire the best talent to meet WFPs business needs. The incumbent must have a deep passion for global mobility (both internal and external); constantly thinks about how to introduce new methods and ideas for identifying and engaging top talent and streamline processes; and successfully enlists support from the business for attraction networking and employer branding engagement initiatives and a strong knowledge of the various aspect of global mobility

ACCOUNTABILITIES/RESPONSIBILITIES:

Contribute to the development of effective candidates mobility strategies by using new technologies social media software and networks to identify attract and hire the best talent in support of WFP strategic goals. Stay up-to-date on new media tools best practices and share knowledge of these best practices with HR team members of the Middle East North Africa and Eastern Europe Region to improve global mobility (including for internal candidates) in the region. Partner with managers to understand their specific functional mobility needs and implement solutions to meet these needs following standard processes and ensuring alignment with wider WFP policies. Articulate WFPs employee value proposition to enhance visibility and reputation in key sourcing channels by carrying out impactful and targeted employer branding activities. Build partnerships develop and maintain strong relationships that include outreach to institutions of higher learning target diversity organizations professional associations and other recruiting sources to ensure sourcing produces a strong talent pipeline. Review and streamlining the recruitment process through straight forward data analysis and putting forward some simplifications to contribute to process efficiencies and improvements. Contribute to preparation of a regular accurate report (ie a dynamic dashboard) on the talent acquisition activities that enables informed decision-making and consistent information for stakeholders. Increase the quality of applicant flow including both internal and external passive and active candidates and ensure local implementation across the region. Handle full cycle recruitment for the positions in the region and develop regional rosters to be deployed quickly and efficiently in the region Build capacity of more junior team members and ensure compliance of processes and quality assurance in all related activities Lead the implementation of organizational alignment activities for specific country offices including both process development and implementation. Develop and lead career compass sessions in the region as part of HRs duty of care commitment to all employees Other activities as related

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced university degree in Human Resource Management Public or Business Administration Organizational Psychology or other relevant field or First University degree with additional years of related work experience or trainings/courses

Experience:

Typically five (5) years of professional experience in Human Resources including activities involving global mobility (internal and external)

Knowledge & Skills:

Knowledge of Talent Acquisition best practices. Customer Orientation at any times and very proficient communication skills (verbal written). Encourage innovation and creative solutions. Focus on getting results. International recruitment experience knowledge of Middle East and North Africa market is advantage.

Previous experience in any of the following will be an asset:

  • Diversity recruitment
  • Psychometric assessments
  • Employment Branding / Employee Value Proposition concepts / use of CRM tools to drive attraction campaigns and execute sourcing strategy focused on passive talent
  • Talent Acquisition performance metrics to monitor effectiveness Experience in recruiting in international locations
  • Experience handling hard to fill positions (Difficult locations or Senior level or Emergency outbreak or Language specific)
  • Experience in leading organizational alignment implementation

Languages:

Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic (highly desirable) Chinese French Russian Spanish and/or WFPs working language Portuguese.
