GENERAL STATEMENT OF DUTIES
Assisting in the development and coordination of building maintenance and construction projects for the Facilities Management Program of Business Services including developing project specifications and scope scheduling estimating project costs contracting procurement and contractor management.
SUPERVISION RECEIVED
Work under the direction of the Facilities Program Manager or designee.
SUPERVISION EXERCISED
Supervision of other employees is not a responsibility of positions in this classification; however incumbent may serve as a lead worker over employees engaged in facilities maintenance and construction projects.
Typical Duties - Duties include but are not limited to the following
Construction and Project Administration
- Coordinate with appropriate Business Services staff to prepare the bi-monthly project update for distribution to customers. Report on assigned projects during update meetings.
- Schedule projects and contractors based on departmental and countywide needs; regularly communicate construction schedule and potential project related disruptions to impacted departments; attend and facilitate meetings regarding project status.
- Oversee coordinate and monitor building improvement and construction projects through on-site construction visits as needed; monitor compliance with construction drawings schedule and budgeted costs; conduct pre-construction and construction meetings; monitor quality control and inspection processes; inspect completed work to ensure compliance with all applicable codes laws and regulations and contract requirements; and secure final as-built drawings that document changes and modifications made during construction.
Pre- and Post-Construction Documentation- Prepare preliminary CAD sketches working drawings and detailed specifications for department-level projects or other assigned projects.
- Document final project punch lists ensure delivery of project warranties and operation manuals and resolve contractor issues.
- Maintaining construction and record document library; comply and record as-built information from completed construction and maintenance improvement projects; provide up-to-date prints as needed for planning and maintenance activities.
- Assist in the maintenance of the Facilities Condition Assessment (FCA) spreadsheet and utilize the FCA information to evaluate space usage and annual cost allocation planning.
Construction Project Planning- Develop pre-construction evaluations and planning activities for building maintenance and construction projects; make recommendations regarding project feasibility; develop construction project plans and cost estimates.
- Develop and review project design and construction scopes of work drawings and specifications for building improvement and construction projects; manage project budget change orders submittals and modifications; complete and submit building permit applications; confer with consultants and county management to prepare project schedule and budgetary elements. Set up meetings with stakeholders and county staff to establish project needs and goals.
- Coordinate purchasing for projects using approved county purchasing methodologies; identify financing strategies to fund project/program; responsible for reviewing and recommending on bids and proposals; prepare and submit grant applications and other funding requests.
- Other duties assigned by your supervisor.
Requirements for the Position
EXPERIENCE AND TRAINING- Associate degree in architectural engineering or construction technology and three years of experience inconstruction inspection or construction management including two years of construction project management experience; OR
- Bachelors degree in construction management business administration architecture or engineering and one year of project management experience; OR
- Any satisfactory combination of work education training or experience relevant to the position as determined by Marion County.
PREFERENCES- Public sector procurement experience.
- Computer Aided Drafting experience.
- Microsoft Office PowerPoint and Excel experience.
- Knowledge of Building Codes
SPECIAL REQUIREMENTS
- The finalist for this position will be required to pass a criminal history background check including finger printing; however conviction of a crime may not necessarily disqualify an individual for this position
- Must possess a current drivers license in the applicants state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business. - This is a full-time position which is eligible for overtime.
- Typical Work Schedule: Monday through Friday 8:00 A.M. - 4:30 P.M. with flexibility depending upon the needs of the department and program.

Knowledge of mechanical electrical and structural schematics and blueprint interpretations; general methods practices and techniques of structural plumbing and mechanical maintenance; materials tools and equipment commonly used in construction remodeling renovation and maintenance of commercial structures; construction and project scheduling; Microsoft Office including Word Excel and PowerPoint.
Skills and abilities to communicate clearly and concisely with customers vendors contractors and coworkers; recognize and resolve conflicts challenges and issues effectively and timely; build and maintain working relationships with vendors and county employees. Strong organizational and analytical skills that include the ability to respond to changing needs and shifting priorities while minimizing project impact.
WORKING CONDITIONS
Work is performed in all types of weather and includes exposure to wind rain snow or hot temperatures. Incumbents are exposed to dust fumes and other irritants found on construction sites. Requires frequent walking climbing bending kneeling and the ability to lift and carry objects up to 50 pounds. May be required to work flexible and long hours and provide after-hours emergency response on a call-out basis. Requires frequent contact with contractors vendors and the members of the public.
PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Student Loans after 120 qualifying monthly payments under a qualifying repayment plan.
