The Maryland Departmentof Commerce is seeking qualified applicants for the Chief Internal Auditorposition to report to the Secretary of the Department.
POSITION DUTIES
Primaryresponsibility is to oversee the full range of the agencys financial andoperational internal and external audits to include: administrativeinvestigations; inspections of legislative audits agency records fiscalaccounting business processes financial reporting internal control systemsrisk management performance ensuring compliance with established fiscalpolicies and State laws rules and regulations to safeguard and efficientlymanage the Departments resources and operations to prevent and detect fraud waste andabuse. Incumbent will coordinateagencys audit response process and provide technical assistance and advisoryservices to agency staff and audit customers; superviselower level auditor; make recommendations for prompt efficient and effectiveresolutions to audit issues; serve as the liaison with the Legislative Auditorsin performance and fiscal /compliance audits of agency; coordinate responses todiscussion notes; draft audit reports; assist in obtaining documentation andinformation; coordinate various aspects of the audit process. Candidates must possessworking knowledge in the following areas: accepted auditing standards; theoryand practices; government auditing standards; accounting principles andpractices; business administration and management -depth knowledge and skill in planning andperforming audits analyzing records reports and other business and financialdocuments pertinent to an audit. Provenability in determining compliance with or deviations from the provisions ofstatutes or contracts and in preparing accurate and concise audit work papers;excellent interpersonal written oral communication and analyticalskills. Proficient in the use of Microsoft Google Suite orother relevant software.MINIMUM QUALIFICATIONS
Education: A Bachelors degree in Accounting from an accredited college or university or a Bachelors degree with 30 credit hours in accounting and related courses including or supplemented by 3 credit in auditing.
Experience:Six (6) years of experience conducting financial and operational internal audits that include elements for finance and compliance economy and efficiency and program results.
Notes:
- Applicants who met the requirements for admission to the CPA examination prior to July 1 1974 have met the educational requirement.
- May substitute a certificate of Certified Public Accountant or Certified Internal Auditor or a Masters degree in accounting for 1 year of the required experience.
- One year of professional accounting experience for one year of auditing experience.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicantswho possess the following preferred qualification(s).Include clear and specific information on your application regardingyour qualifications.
Threeyears of experience in each of these areas:
- Participation in Maryland State government audit engagement.
- Legislative Audits and follow-up reviews.
- Supervision of staff.
- CIA certification is highly preferred.
