ADMINISTRATIVE SERVICES MANAGER
Department of Aviation California Redwood Coast Humboldt County Airport


The County of Humboldt Department of Aviation has an exciting opportunity for you to join our team! As a Department of Aviation employee you will work in an environment with other motivated individuals who are passionate about their work.

What Youll Do:
  • Oversee administrative and fiscal functions of the Department of Aviation including budget development and monitoring grant invoicing and monitoring time and attendance tracking contract management and airport badge management.
  • Manage and supervise administrative staff including hiring training performance evaluation and discipline.
  • Provide high-level administrative oversight and advisory support to the Director of Aviation including policy development program evaluation identifying operational challenges and developing recommendations to improve efficiency structure staffing and procedures.

Where Youll Do It:

This position will be located in McKinleyville California at the California Redwood Coast Humboldt County Airport (ACV).

This work schedule for this position is Monday - Friday 8 am - 5 pm with a 1-hour lunch.

DEFINITION

Under direction plans develops and manages multiple administrative and fiscal service programs projects and/or activities; performs complex administrative budgetary systems statistical and other management analyses in support of activities and functions for a specified department; makes recommendations for action and assists in policy and procedure development and implementation; supervises and directs the work of subordinate supervisory and support staff; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS

This management class provides varied administrative financial and program management support to an individual major County department or department of county-wide scope. Duties may vary depending upon the assigned department however the range of responsibilities are centered upon planning management and evaluation of multiple programs projects and/or activities. Incumbents in this position have considerable latitude for the exercise of independent judgment and decision-making particularly when representing the County in meetings with other agencies boards commissions and community groups.

EXAMPLES OF DUTIES

  • Plans develops coordinates conducts and implements or directs the implementation of a variety of programs projects and/or activities related to the department to which assigned.
  • Provides direction and supervision for subordinate supervisory professional and/or support staff and provides for staff training and professional development.
  • Participates in the hiring of staff recommending selection for appointing authority approval.
  • Conducts employee performance evaluations counsels employees and recommends corrective or disciplinary actions as appropriate.
  • Directs purchasing collection and/or external claim reimbursement activities.
  • Assesses program/project scope and need determines funding staffing and other resource requirements.
  • Identifies obstacles evaluates alternative courses of action and makes recommendations which may include such areas as organizational structure staffing facilities equipment cost analysis fiscal reporting productivity or policy or procedure modifications.
  • Serves in a consultative role as a technical expert on administrative programmatic financial and related issues and strategies; assists in developing goals objectives and work standards for the department.
  • Coordinates activities and serves as liaison with other County departments and/or other agencies.
  • Develops and administers program/project budgets.
  • Interprets and applies a variety of complex policies rules and regulations; provides information to employees other departments and outside organizations which may require tact and judgment.
  • Oversees program/project recordkeeping and reporting functions; prepares narrative and financial reports.
  • Confers with representatives of other governmental agencies community groups boards and commissions vendors the public and others; represents the department head or others in meetings; may make presentations to County or public groups.

QUALIFICATIONS

Knowledge of:

  • Functions and activities of the department to which assigned.
  • Principles and techniques of program administration and service delivery.
  • Supervisory principles and practices including work planning direction evaluation training and discipline.
  • Principles practices and methods of administrative organizational economic and procedural analysis.
  • Principles and practices of budget development and Administration.
  • Business computer applications particularly as related to statistical analysis and recordkeeping. Basic financial recordkeeping principles and practices.
  • Applicable laws and regulations related to specified County programs and activities.
Skill in:
  • Developing implementing and administering complex County administrative and financial programs and meeting critical deadlines.
  • Evaluating the effectiveness of programs and services and making necessary changes and improvements.
  • Analyzing administrative budgetary operational economic political and organizational problems evaluating alternatives and reaching sound conclusions.
  • Planning supervising and reviewing the work of assigned subordinate supervisory professional and support staff and training staff in work procedures. Interpreting explaining and applying laws regulations and policies related to various County programs and activities.
  • Representing the County in contacts with County community and other agencies and the public.
  • Preparing clear and concise reports correspondence and other written materials.
  • Maintaining accurate records and files.
  • Exercising sound independent judgment within established guidelines.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.

Other Requirements:

Specified positions may require possession of a valid California drivers license.

Desirable Education and Experience:

A typical way to obtain the knowledge and skills outlined above is: Equivalent to graduation from a four year college or university with major coursework in business or public administration or a closely related field and four years of professional level experience in administrative management operations budgetary or similar analytical or management support work which includes at least one year of staff supervision. At least one year of experience in a public agency setting is desirable.

PROBATIONARY PERIOD

Persons appointed to regular County positions serve a probationary period. This is normally six (6) months but could be up to one (1) year. All designated safety employees serve a one-year probationary period.
