We are seeking a Contract Strategy Lead who is highly skilled and motivated to join our innovative and successful Contract Management team. Reporting directly to the Manager Contract Strategy this role emerges as a cornerstone in the realization of the Citys Strategic Vision.

As a member of the section leadership team and operating within a collective leadership accountability the Contract Strategy Lead is focused on creating the conditions for success of the vision initiatives priorities and direction of the team within the Corporate Procurement and Supply Services (CPSS) Branch while ensuring compliance and alignment of contract management standard procedures practices and policies across the City.

The main focus of the role is to collaborate with all contract management teams across the organization to ensure adherence to Contract Management standards policies and processes. This role involves overseeing contract management providing expert guidance and fostering a culture of accountability and excellence. Your professionalism ability to optimize processes and your penchant for continuous improvement will lend themselves to your success in the role.

What will you do

  • Oversee and support all the contract management processes procedures and decisions across the City
  • Systematically identify and prioritize contract management needs setting clear quantifiable targets for the number of needs identified and the extent to which resources are allocated to fulfill the CPSS Branchs requirements
  • Provide analysis and research of the broader market trends patterns and recurrences for business partners to understand unique and repetitive contract management and supplier performance management needs
  • Demonstrate effective leadership within the contract management team by equipping staff with the essential tools and knowledge necessary to optimize productivity while effectively fulfilling the needs of our business partners
  • Establish best in class contract management and supplier performance management processes procedures and principles related to implementation of programs governance compliance and best management practices for the City to adopt that further grows maturity for contract and supplier management practices
  • Actively work with business partners in the planning and development functions within other departments to ensure alignment across the department
  • Ensure teams effectiveness and performance through meticulous reporting and performance measurement reporting key performance indicators for growth opportunities accuracy and transparency
  • Lead and exemplify the desired culture throughout the CPSS Corporate Contract Management team that supports the Branch Vision and Mission as well as aligns with Core Leadership Competencies and Cultural Commitment Alignment - to being Safe Helpful Accountable Integrated & Excellent:
    • Establish demonstrate and hold others accountable to the values of the corporation and the CPSS Branch
    • Ensure that values are reflected in the sections processes practices leadership style and culture
    • Actively work to develop the culture established by the branch leadership team
    • Perform other related duties as assigned
  • Bachelors Degree in Business Administration Public Administration or a related discipline or equivalent is required
  • A minimum of seven (7) years of progressively responsible experience within a large complex unionized organization preferably within the public sector
  • Two (2) or more years of progressively responsible supervisory experience

Assets:

  • Certified Professional Purchaser (CPP) Supply Chain Management Professional (SCMP) or Certified Public Purchasing Officer (CPPO) designation or equivalent
  • Project Management Professional (PMP) or related project management designation
  • Change Management certification
  • Masters degree in law financial management supply chain business administration management public administration government relations project management change management

Skills required for success:

  • Specialized knowledge and experience in contract management and supplier performance management including knowledge of contract law domestic and international trade agreements partnerships and regulations
  • Experience in the following supply chain areas within a public sector is preferred:
    • Contract law
    • Contract rafting and Interpretation
    • Contract Changes and Amendments
    • Public Procurement
    • Sourcing strategy development
    • Category management
    • Contract negotiation
    • Contract Management
    • Supplier relationship management
  • Demonstrated knowledge of public sector procurement contract and supplier management practices and standards
  • Demonstrated leadership and team building skills
  • Ability to analyze complex technical information and make timely decisions
  • Extensive knowledge of tendering law and trade agreements supported by both academic and practical experience in procurement and supply chain systems
  • Proven planning and organization skills to manage program delivery
  • Demonstrated skills in facilitation of groups with competing interests and priorities
  • Strong conflict resolution and negotiation skills with experience solving complex and sensitive issues
  • Strong verbal communication and interpersonal skills with an ability to interact well with a diverse group of executives colleagues staff and citizens
  • Alignment to our Cultural Commitments and Leadership Competencies ( a culture of equity diversity reconciliation and inclusion

Work Environment:

  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.

Salary Range: $51.181 - $65.310 (Hourly); $106865.930 - $136367.280 (Annually)
