JOB TITLE: System Engineer (Tender ICT)

JOB TYPE: Fulltime

LOCATION: Dammam

SUPERVISOR/MANAGER: ICT Project Manager

MAINDUTIES/RESPONSIBILITIES:

Analyze and interpret technical requirements for ICT systems andsolutions as part of tender preparation

Conduct comprehensive system design and architecture development to meetthe specified requirements

Create detailed technical specifications including hardware softwarenetworking and integration components

Evaluate the feasibility and costeffectiveness of proposed ICTsolutions and provide recommendations

Collaborate with crossfunctional teams including procurement financeand subject matter experts to ensure the technical proposal aligns with theoverall project objectives

Develop comprehensive implementation plans including project timelinesresource allocation and risk mitigation strategies

Prepare detailed technical documentation such as system diagramsconfiguration manuals and user guides

Participate in the bid preparation and submission process providingtechnical support and answering clarifications

Monitor industry trends technological advancements and market dynamicsto identify opportunities for innovative ICT solutions

Provide technical support during the contract negotiation and awardstage addressing any technical concerns or queries from the client

Coordinate with the implementation team to ensure a smooth transitionfrom the tender phase to the project phase

SKILLS &EXPERIENCE

Qualifications:

Bachelors degree in Computer Science Information Technology or arelated engineering field

Professional certifications in relevant technologies such as CCNAMCSE or ITIL

Experience:

Minimum 10 years of experience in ICT system design architecture andtechnical proposal development

Proven track record of successfully delivering complex ICT projectsfrom the tender phase to implementation

Familiarity with public sector procurement processes and tenderrequirements

Soft Skills:

Strong analytical and problemsolving abilities to identify optimaltechnical solutions

Excellent communication and presentation skills to effectively conveytechnical information to both technical and nontechnical stakeholders

Ability to work collaboratively in a crossfunctional team environment

Attention to detail and organizational skills to manage multiple tasksand deliverables

Flexibility and adaptability to respond to changing project requirementsand client demands

Technical Skills:

Proficient in the design and architecture of ICT systems includinghardware software networking and security components

Expertise in the use of project management tools technicaldocumentation software and bid preparation platforms

Thorough understanding of industry standards protocols and bestpractices for ICT systems

Knowledge of public sector procurement regulations tender evaluationcriteria and contract management processes

Familiarity with emerging technologies such as cloud computing IoTand data analytics and their potential applications in ICT solutions
