Position Overview
Wetland Studies and Solutions Inc. a Davey company has an opening for an EnvironmentalScientist with three (3) to five (5) years of relevant experience specializing in NationalEnvironmental Policy (NEPA) and wetland permitting to join our Hampton Roads Virginia position will serve as a liaison between regulatory agencies and clients for regulatoryauthorizations with a heavy emphasis on technical writing NEPA document preparation andpermit application preparation.
Job Duties
Responsibilities will include an emphasis on preparation of NEPA documents includingProgrammatic Categorical Exclusions (PCEs) Categorical Exclusions (CEs) and EnvironmentalAssessments (EAs) and other related planning documents including Virginia EnvironmentalImpact Reports (EIRs). In addition the successful applicant will assist with permit applicationpreparation for 401/404 Clean Water Act Virginia Water Protection (VWP) permit program andVirginia Marine Resources Commission authorizations. The candidate will be required to staycurrent with state and federal regulations and provide excellent customer service to clients.
Qualifications
Required
- Bachelors degree in Environmental Science Environmental Planning Biology Ecology Natural Resources Management or related field. A Masters Degree is preferred.
- Experience preparing NEPA documents for a wide range of federal agencies including agency scoping and coordination impacts analysis and public involvement. Virginia experience is a must.
- Experience preparing NEPA documents for VDOTs Locally Administered Projects (LAP) program and/or the U.S. Department of Housing and Urban Development (HUD) is preferred.
- Working knowledge of: Clean Water Act Endangered Species Act Section 7 National Historic Preservation Act Section 106 Coastal Zone Management Act Chesapeake Bay Preservation Act and other laws and regulations relevant to the NEPA and impact assessment process.
- Experience with wetland delineations hazardous materials investigations (Phase I or II Environmental Site Assessments) and/or air and noise evaluation is a plus.
- Proficiency with Microsoft Office suite (Word Excel PowerPoint Teams).

- Excellent written and verbal communication skills; candidate should demonstrate the ability to prepare documents that are technically and grammatically correct and fully referenced and must be able to communicate clearly with staff and clients.
- Demonstrated ability to manage numerous projects and priorities.
- Demonstrated success working with a diverse client base in both public and private sectors as well as the ability to work independently and with a team.
