The NATO SATCOM Engineer serves as the principal technical authority for Satellite Ground Station (SGS) operations and maintenance. Reporting to the Ground Service Delivery Manager the incumbent is responsible for advising senior leadership supervising all maintenance activities and ensuring the highest standards of technical performance and personnel proficiency.

Responsibilities:

  • Advise SAC Commander and Ground SDM on all matters related to the operations and maintenance of the SGS;
  • Act as technical advisor to SAC Commander and lead all technical activities involving managing and supervising the maintenance of the SGS communications systems and sub-systems and the supporting non-CIS facilities (HVAC UPS AC Power Sub-systems etc.);
  • Supervise performance of preventive and corrective maintenance of SGS equipment;
  • Provide technical guidance and assistance to all SGS maintenance staff;
  • Perform maintenance tasks and emergency interventions as required;
  • Monitor operational performance and working standards of site technicians;
  • Provide feedback to NCI Academy Oeiras through Ground SDM for training program improvements and ensure maintenance personnel comply with prescribed maintenance procedures;
  • Establish monitor and conduct On-the-Job-Training (OJT) programs to compliment official NCI Academy training program and to ensure all personnel are proficient in their duties;
  • Review all site/system operational and maintenance instructions to ensure accuracy of content and compliance with relevant NCI Agency Operating Instructions;
  • Supervise up-keep of equipment and circuit installation/activation records;
  • Be responsible for all test equipment onsite; maintain calibration records and manage Metrology Exchange Package (MEP) as directed in relevant NCI Agency Operating Instructions
  • Provide assistance to the Ground SDM SATCOM ESOC CSSC staff in connection with engineering change proposals relevant to operations and maintenance;
  • Assist with upgrade/replacement projects during prototyping trial site surveying installation and commissioning phases as agreed by NCI Agency Configuration Control Boards;
  • Deputize for higher grade staff if required;
  • Performs other duties as may be required

Essential Qualifications & Experience:

  • A minimum requirement of a Bachelors degree at a nationally recognised/certified University in a related discipline and 3 years post-related experience; Or exceptionally the lack of a university degree may be compensated by the demonstration of a candidates particular abilities or experience that is/are of interest to NCI Agency that is at least 10 years extensive and progressive expertise in duties related to the function of the post;
  • At least 3 years experience in the operation or maintenance of satellite ground terminals/stations or related systems such as radars or Line-Of-Sight systems;
  • Proven experience on Antenna sub-system including: Radome feed horn reflector pedestal waveguides tracking receiver servo and drive equipment;
  • Proven experience on Transmit and receive chains including: up and down converters Low Noise Amplifiers High Power Amplifiers;
  • Proven experience on MODEMs Electronic Protected Modem Systems (EMS) cryptographic equipment routers switches;
  • Proven experience on Computer-assisted Monitor and Control System (M&CS);
  • Proven experience on GPS-disciplined Frequency Reference Standards and associated distribution systems;
  • Experience in TCP/IP fundamentals including security; video transmission principles; and telecommunications quality assurance practices;
  • Experience on Servo-mechanisms; and Emergency power generating systems;
  • Experience in The development implementation fielding testing and maintenance of modern communications equipment;
  • Experience on on-line performance accounting fault security and configuration management of digital networks and associated transmission systems to include; packet switching systems in support of voice & data transfer;
  • Familiarity with related international/commercial/industrial standards
