Job Purpose
Responsible for implementing monitoring and continuously improving HSE performance in compliance with local laws international standards and client requirements while promoting a strong safety culture across project activities.
Key Responsibilities
1. HSE Management & Implementation
-
Maintain the Project HSE Management System.
-
Develop and update HSE plans procedures method statements and risk assessments.
-
Ensure effective HSE implementation across construction offshore fabrication and infrastructure activities.
2. Regulatory & Standards Compliance
-
Ensure compliance with local laws and regulations.
-
Apply international standards and guidelines including ILO OSHA IMO and client requirements.
-
Conduct gap analysis and implement corrective actions.
3. Process Safety & Risk Management
-
Participate in safety studies such as HAZID HAZOP JSA SIMOPS SIL LOPA.
-
Identify hazards and assess risks using structured tools (Risk Registers Bow-tie analysis Hierarchy of Control).
4. Site Supervision & Field HSE
-
Conduct regular site inspections audits and safety walks.
-
Monitor contractor and subcontractor HSE performance.
-
Exercise Stop Work Authority where unsafe conditions exist.
5. Incident Management
-
Lead or participate in incident and near-miss investigations.
-
Prepare investigation reports and corrective action plans.
-
Track close-out of corrective and preventive actions.
6. Audit Inspection & Reporting
-
Conduct internal audits and support external audits.
-
Track NCRs observations and corrective actions.
-
Prepare and submit regular HSE performance reports.
7. Training & Communication
-
Deliver HSE inductions toolbox talks and awareness programs.
-
Promote effective HSE communication across multinational teams.
-
Participate in meetings drills audits and incident briefings.
8. Emergency Preparedness
-
Support development and testing of Emergency Response Plans.
-
Participate in emergency drills and scenario exercises.
Qualifications
-
Bachelors degree or higher in Engineering Occupational Health & Safety Environmental Science or related discipline.
-
Professional HSE certifications preferred.
Experience
-
Strong site-based HSE experience in international projects (construction offshore oil & gas infrastructure).
-
Experience working with multinational teams and contractors.
Skills & Competencies
-
Proficient in English (written and spoken).
-
Strong knowledge of ISO 45001 ISO 14001 ISO 9001 and risk management systems.
-
Excellent communication leadership and stakeholder engagement skills.
-
Calm resilient and able to work under pressure.
-
Willing to travel internationally and work in fast-paced environments.
Certifications (Advantage)
