Job Summary

Main Responsibilities

Financial Management  

  • Provide managerial guidance and advice to the WISE Director on a wide range of  financial and budgetary matters Programme of Work and Budget development human resource management OECD  policy implementation and general administration.  
  • Provide regular financial reporting and budget monitoring to the Director and WISE Heads of Unit identifying trends and highlighting risks.
  • Manage the Directorates overall budget (Part 1 VCs) including the review and control of all expenditure preparation of financial status reports management of staff savings and reconciliation of expenditure when necessary and ensure validity of the supporting documentation.
  • Provide guidance to managers and RMU colleagues on the application of financial norms and procedures. Ensure compliance with OECDs financial regulations instructions procedures policies and practices using the corporate financial and administrative processes systems and tools.
  • Collaborate with the Director and WISE Management Group to develop expenditure plans ensuring conformity of these plans with the Organisations Financial Regulations and the PWB; monitor expenditure at Directorate and Unit level; identify and flag any shortfalls in a timely manner and suggest corrective action.
  • Ensure complete and accurate financial records are kept for audit purposes.
  • Manage year-end closing for WISE accounts.  
  • Oversee procurement processes for goods and services including Calls for Tenders and Market Consultations in liaison with the OECD Central Purchasing Group (CPG) and/or the Procurement Board.
  • Provide advice on the implementation or interpretation of legal contracts and OECD internal rules particularly on the Financial Regulations and Instructions in collaboration with the Legal Directorate and the Programme Budget and Financial Management Service. 
  • Advise WISE Senior Management in the coordination preparation monitoring and implementation of the Centres Programme of Work and Budget (PWB); Committee Progress Reports (CPR) and Programme Implementation Reviews (PIR) financial Reviews and Projected Budget Results. For this purpose in close co-ordination with the Director prepare and present materials including official documents.

Management of voluntary contributions (VCs)

  • Provide guidance on and participate in the preparation of VC proposals/applications; provide guidance to HoUs to prepare VC budgets; maintain and update VC expenditure planning and monitoring tables and systems. 
  • Contribute to the negotiation process and review new offers in collaboration with managers the Legal Directorate (LEG) and the Programme Budget and Financial Management Service (PBF); act as the focal point for the preparation of contracts and negotiations with Donors.
  • Carry out all activities related to VCs through to their closure preparing financial reports ensuring that donor conditions are respected and that donors receive accurate financial and substantive reports. 

Human Resource Management 

  • Manage recruitment planning processes and related administrative actions. Participate as a panel member for recruitments and draft panel reports when needed.  
  • Provide guidance on corporate human resources rules regulations processes procedures policies and practices. 
  • Assist Heads of Unit in ensuring organizational structure design and staffing align with business needs and support the Programme of Work.  
  • Manage a team of one providing advice guidance training and ensuring efficient organizational workflow. 
  • Provide ongoing performance feedback address underperformance develop talent and encourage staff learning and development. 
  • Contribute to corporate exercises such as HR strategy workforce planning and training initiatives. 
  • Oversee performance management providing guidance on policies and processes tracking progress and supporting performance review meetings. 

Team and process management

  • Ensure the successful operation of the Unit as a whole including developing strong working practices and an efficient organisational workflow good communication a positive and supportive team atmosphere and effective use of team resources.
  • Project manage build realistic timelines and coordinate with managers across the Centre on significant files (e.g. recruitments procurements voluntary contributions) to ensure that these progress in a timely way meeting internal and external deadlines.
  • Contribute to defining and updating internal financial management policies and procedures including fundraising and ensuring their alignment with OECD Best Practices/Financial Instructions.
  • Contribute to strategic resource management across the Centre including through the development of the Programme of Work and Budget the WISE People Review workforce planning and actions to support diversity and inclusion and staff well-being.
  • Implement and communicate changes in corporate processes assisting the Director and Heads of Unit in understanding and complying with them. 
  • Identify and implement procedural and process improvements to enhance service efficiency and effectiveness integrating new tools and best practices to improve operations.  
  • Utilize data analytics and visualization for informed decision-making and optimized resource planning and management. 
  • Promote a culture of continuous improvement and innovation within the team encouraging the adoption of new ideas and technologies. 

Qualifications :

Academic Background 

  • University degree in business or public administration accounting human resources management finance or a closely related field. 

Professional Background 

  • Minimum of five years of experience in human resources and finance management with at least two years at a supervisory level preferably in an international context.  
  • Experience working with or for different international organizations or financial institutions is highly desirable. 
  • Proven expertise in interpreting and applying human resources and financial management procedures and policies.  
  • Strong analytical skills both quantitative and qualitative with proven experience in data processing and expenditure control ideally within an international organization or similar environment. 
  • Solid knowledge of results-based budget and financial management; familiarity with the Organizations Programme of Work budget and financial management structure is advantageous.  
  • Good understanding of OECD processes and policies financial regulations rules instructions and procedures or similar experience in another international organization is preferred. 
  • Ability to work effectively in a team within an international environment demonstrating multicultural sensitivity and strong negotiation skills. 

Tools 

  • Extensive experience with resource management applications such as SAP SRM OBMR PWB (BET PWCM) database Business Objects SmartRecruiters HR Renewal or the ability to quickly master similar applications.  
  • Proficiency in standard MS-Office tools particularly Excel. 
  • Knowledge of PowerBi is an advantage.

Languages  

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other with a commitment to reach a good working level.
