Job opening: Project Lead / Project Manager Hydrogen Policy Europe(f/m/d)
Renewable hydrogen and derivatives will be needed to decarbonize hard-to-electrify applications namely industrial feedstocks seasonal storage for power system back-up and long-haul aviation and shipping. The European Commissions hydrogen strategy has set an ambitious target for renewable hydrogen production by 2030 and several pieces of legislation define hydrogen production criteria and mandates for the use of hydrogen. However in recent years many announced renewable hydrogen projects have been delayed or cancelled partially due to considerable cost increases missing offtake or infrastructure. It has also become clear that renewable hydrogen needs to be targeted to selected sectors where no alternative is available.
In light of those challenges the next years will be critical to advance the EUs hydrogen policy architecture. This will include the update of the European Commissions Hydrogen Strategy ensuring the climate integrity of the hydrogen produced developing green lead markets in selected sectorsas well asdeveloping a post-2030 policy architecture for hydrogen production.
Under the umbrella of the Agora Think Tanks Agora Industry develops politically feasible and science-based strategies and solutions for the transformation to climate neutrality in Germany Europe and internationally. As a think tank and policy lab we facilitate a productive exchange of ideas amongst stakeholders from politics business science and civil society. To strengthen our team we are looking for a
Project Manager or Project Lead Hydrogen Policy Europe (f/m/d)
Full- or part-time (min. 32 hours) based in Brussels
You will work on EU hydrogen policies with a particular focus on thought leadership targeting key policymaking processes at the EU level. This position is part of Agoras Technologies & Analysis team working closely with the EU team.
Your responsibilities include
- Contributing to thought leadership on further developing the European Commissions hydrogen strategy green lead markets related to hydrogen as well asfor the development of a post-2030 policy architecture for hydrogen production.
- Developing analysis to monitor the discussion around RFNBO and low-carbon hydrogen criteria including the link to the methane regulation and monitoring the implementation of the RFNBO industry target across member states .
- Pro-actively contributing to building partnerships and working closely with network partners in Brussels and throughout Europe.
- Liaising with expert colleagues across the Agora Think Tanks to facilitate their contributions to projects and knowledge sharing across different regions.
- Actively contributing to internal strategy development and discussions.
- Actively engaging with funders both in maintaining existing relationships and in exploring new funding opportunities.
- Managing of subcontractors including preparing agreements and work plans supervising and guiding project progress and managing the quality of deliverables.
- In the role as Project Lead additional requirements would include taking full responsibility for projects from start to finish ensuring quality and timely delivery managing project budgets strategically developing the subject area mentoring colleagues and guiding their analysis leading stakeholder management public speaking and networking potential coordination of working groups and potentially fundraising.
- As Project Manager the focus is on technical management and responsibility for specific projects with smaller budgets independent comprehensive research conceptualisation and development of complex topics technical supervision of students and interns and project-related reporting and communication.

We are looking for
- A Masters degree in economics finance business political science or similar.
- At least 3 years (Project Manager) or at least 8 years (Project Lead) of overall professional experience with 3 to 6 years specifically in the field of hydrogen.
- A proven track record and expertise in EU policies on hydrogen in particular relating to the Renewable Energy Directive and RFNBO criteria as well as low-carbon hydrogen.
- Solid knowledge of the hydrogen sector as well as energy retail markets.
- Solid background knowledge of decarbonisation pathways for industry and transport (technical and economic aspects).
- Experience working on national hydrogen and industry policies is a plus.
- Demonstrated experience of working with policy makers at senior level and engaging with multiple stakeholders;
- Strong networking skills and the ability to navigate in a complex environment of EU institutions industry associations stakeholder groups and media;
- A creative andresult-orientedmind capable of developing new ideas and proposals with a view to having impact;
- Demonstrated leadership and management skills;
- Outstanding communication skills both verbal and written; track-record in writing high quality documents;
- Full command of the English language in reading and writing; active knowledge of German and other European languages is a plus;
- Willingness to regularly travel to Berlin and other European capitals.
