General Description:

Performs quality assurance inspections on all phases of construction of Public Works projects to ensure compliance with plans standards specifications codes permits and ordinances. Serves as field resource for both City staff and contractors. Assists with inspection and oversight of the Citys illicit discharge detection and elimination program and storm water management plan. Work under the direction of and report directly to the Construction Manager; perform related duties as assigned.

Primary Responsibilities:

Construction Oversight & Inspection:

  1. Conduct daily inspection of public infrastructure construction including streets sidewalks ADA ramps driveways water distribution sewer collection stormwater drainage as directed.
  2. Verify work conforms to approved plans specifications permits and applicable city state and federal requirements.
  3. Inspect and approve/reject construction materials methods and completed phases of work.
  4. Perform field measurements check grades and elevations verify alignments and confirm contractor quantities.
  5. Conduct and/or coordinate testing including concrete air content slump tests preparation of concrete cylinders soils compaction verification and documentation of results.
  6. Document all daily construction activities through detailed logs measurements photographs testing results and quantity tracking.
  7. Assist Construction Manager with coordinating project schedules conducting meetings tracking quantities negotiating change orders preparing pay applications and compiling documents as required by the scope and funding source for each project.
  8. Serve as Resident Engineer (R.E.) as required for state or federally-funded projects by conducting the necessary on-site construction observation and off-site documentation.
  9. Inspect construction activities occurring within public right-of-way for Utility Accommodation Permits including utilities encroachments driveway openings pavement cuts and restoration.
  10. Assist Stormwater Manager with conducting inspections related to the Citys Stormwater Management Plan and Illicit Discharge Detection and Elimination Program.
  11. Conduct or assist with construction site erosion and sediment control inspections stormwater pollution prevention plan (SWPPP) reviews and other field activities necessary to maintain compliance with the Citys NPDES Phase II MS4 permit requirements.
  12. Ensure construction activities comply with applicable work zone safety standards including the Illinois Manual on Uniform Traffic Control Devices (ILMUTCD) and coordinate with contractors regarding traffic control and flagging as necessary.
  13. Take immediate steps to correct hazards or problems and notify responsible individuals and/or agencies of hazards and problems.
  14. Maintain appropriate IDOT certifications necessary as required for construction supervision of public improvements funded with Motor Fuel Tax (MFT) state funds federal funds special grants
  15. Provide regular construction updates and information to the public; respond promptly and professionally to property owner questions and concerns.
  16. Perform limited field surveying work for projects with the citys GPS Survey unit generally off season as dictated by design and construction schedule.

General:

  1. Utilize computer software for digital record-keeping and submittals of plans construction reports quantities costs and other documentation as required.
  2. Operate the citys GIS database and related software applications as required.
  3. Assist with oversight of flood protection facilities including levees pump station and gate operation.
  4. Assist the Director of Engineering in performing and/or coordinating initial investigations surveying information gathering and cost estimating for public works projects as directed.
  5. Assist the Director of Engineering in responding to various resident questions or concerns.
  6. Provide timely accurate responses to requests for services and information.
  7. Offer services to other departments and perform duties as required and assigned.
  8. Operate city-owned vehicles.

Knowledge Skills & Abilities:

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Considerable Knowledge Of:

  • Civil construction and maintenance methods materials and equipment.
  • Design construction and inspection of public infrastructure projects and private site development.
  • Civil engineering principles and practices as they relate to streets maintenance programs.
  • IDOT Certifications required for Motor Fuel Tax project and Federally-funded projects.
  • Methods and techniques for research analysis and report presentation to effectively communicate technical issues to staff elected officials and the public.
  • Standard methods practices and techniques of site development and public works construction.
  • IDOT Standard Specifications for Road & Bridge Construction in Illinois
  • IEPA Standard Specifications for Water & Sewer Main Construction in Illinois
  • Americans with Disabilities Act (ADA) and Public Right-of-Way Accessibility Guidelines (PROWAG) as they relate to public infrastructure projects.
  • Basic principles of erosion and sediment control stormwater pollution prevention and work zone traffic control including familiarity with relevant IDOT and ASTM standards.

Considerable Ability To:

  • Review interpret and communicate complex plans specifications and engineering drawings to both technical and non-technical people for purpose intent and completeness.
  • Interpret and administrate city codes project specifications and construction contracts fairly with firmness tact and impartiality.
  • Analyze problems identify alternative solutions and implement recommendations in support of organizational goals; Exercise sound judgment to determine compliance with existing regulations.
  • Effectively communicate both written and orally; maintain records and logs; prepare clear and concise reports correspondence and other written materials.
  • Review and offer QA/QC of plans and specifications on public and private construction projects including but not limited to streets subdivisions sites storm sewers & drainage features water mains sanitary sewers and related public infrastructure.
  • Utilize computers software and other modern technology required for job duties including Microsoft Windows and MS Office Suite ArcMap (GIS) software Adobe Acrobat and AutoCAD.
  • Use of field data collection tools or platforms (such as GPS units tablets or mobile applications) for documenting quantities test results photographs and inspection reports is desirable.
  • Exercise independence and initiative in determining and performing necessary job duties.
  • Utilize organizational skills and deductive reasoning to make schedules coordinate work and meet deadlines and budget constraints.
  • Establish and maintain effective working relationships with staff city elected officials government officials business owners and the general public.

Minimum Qualifications:

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.

Education and Training:

  • Valid Illinois drivers license or equivalent.
  • Graduation from an accredited two-year or four-year college or technical program in Civil Engineering Construction Management Construction Technology or a closely related field

Experience:

  • Minimum four (4) years of civil construction inspection or similar public works construction experience.

License or Certifications:

  • Ability to obtain required IDOT documentation certifications within one (1) year of hire

Physical Requirements and Work Environment:

There is frequent need to stand walk stoop crouch talk hear use hands to manipulate materials or equipment lift up-to-and-over fifty (50) pounds and perform other similar actions during the course of the workday. There is need to navigate and walk up-and-down steep and unlevel terrain. There are times work is performed near traffic and heavy equipment. Position is subject to emergency call out and working in inclement weather.
