BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The World Food Programme (WFP) is the worlds largest humanitarian agency fighting hunger worldwide. The Office of Evaluation (OEV) supports country offices in managing evaluations themselves from a Global HQ based in Rome and from each regional office. This localized approach shortens the learning cycle strengthens partner and beneficiary accountability and provides donors and partners with greater detail about the effectiveness efficiency relevance impact and sustainability of WFPs work. All WFP evaluations includeimpartiality safeguards. They are conducted byindependent professionalsin accordance withUnited Nations Evaluation Group norms and standards and WFPs evaluation quality assurance system.

As part of OEV the Middle East North Africa and Eastern Europe (MENAERO) Regional Evaluation Technical Team (RETT) provides oversight and support to WFP operations and activities in 13 operational countries. The framework of the WFP 2022 Evaluation Policy and stemming from this the Regional Evaluation Strategy (RES 2023-2030) guides the RETT and Country Offices (COs) to produce high quality evaluations that contribute to both accountability and learning in the region with special emphasis on ensuring evaluations are effectively planned budgeted credible independent and useful. The Evaluation Policy and Regional Strategy also focus on enhancing the use of evaluations and evaluative evidence and partnering with others to support global and regional decision-making in support of achieving the Sustainable Development goals. The RETT plays a critical role in achieving these aims particularly in supporting overseeing and strengthening the capacity of Country Offices to achieve these goals. Furthermore the RETT focuses on summarizing advocating for and supporting evaluation evidence use at the regional level and across the region.

The purpose of this consultancy is to provide specialist evaluation expertise quality assurance coordination and management alongside broader support to evaluation planning and use.

ACCOUNTABILITIES/RESPONSIBILITIES:

Overall the Evaluation Specialist is expected to provide expert level advising support and oversight to evaluations and related activities for the region and its 13 operational Country Offices across the Middle East North Africa and Eastern Europe. This position will fall under the Decentralized Evaluation Unit and report to the Regional Evaluation Officer who leads the MENAEE RETT. The position will provide direct support to Country Offices especially programme and M&E teams involved in implementation of decentralized evaluations. This position will also work closely with Global HQ staff outposted to the region to support evaluation planning and use.

Specific tasks during consultancy period include:

  • Provide expert level advice to country offices especially to strengthen and ensure strategic selection and planning for upcoming decentralized evaluations strengthen evaluation design and use of appropriate methods in collaboration with the Regional Evaluation Officer
  • Provide technical advising and direct support to the management of decentralized evaluations managed by Country Offices and ensure appropriate use of DE support mechanisms
  • Support Country Offices and regional office staff in accessing appropriate evaluation expertise for decentralized evaluations and proactively identify qualified evaluation service in the region
  • Review and advise on evaluation plans TORs Inception Reports and Evaluation reports ensuring all products meet minimum WFP quality standards
  • Ensure the evaluation Management Information System is regularly updated for focal point countries monitor and report on key performance indicators for the decentralized evaluation as relevant for the region.
  • Support and help strengthen evaluation capacity at the country and regional levels
    • Provide coaching/mentoring support to country office M&E staff especially around evaluation planning & design evaluation management and use
    • Contribute to a robust Regional Community of Learning from a technical evaluation perspective
  • Evaluation Use
    • Develop and/or manage evaluation summaries/syntheses for key thematic areas as needed
    • Present evaluation evidence in regional country office or other forums to disseminate or advocate for evidence integration
  • Take responsibility for incorporating gender perspectives in all areas of work to ensure equal participation of all genders in evaluation processes
  • Others as required

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree in one of the following fields: social sciences statistics development economics performance management monitoring and evaluation or other related fields or First University degree with additional years of relevant work experience and/or training/courses;

Experience:

  • Eight (8) years or more (of which at least three are international) of postgraduate professional experience in international development or humanitarian work evaluation and monitoring or assessment and/or policy studies with progressively increasing responsibilities.
  • At least 3 of experience in monitoring and/or evaluation including strong experience using a variety of quantitative and qualitative analytical tools and methods as well as knowledge management
  • Minimum of three (4) years experience in managing and/or conducting broad and complex evaluation processes in areas of relevance to WFP
  • Proven experience in working with multi-disciplinary teams.
  • Familiarity with the region or in similar contexts.
  • Experience with WFP evaluation systems especially supporting and/or directly managing evaluations within WFP is desired

Knowledge & Skills:

  • In-depth and up-to-date understanding of global geo-political issues relevant to WFPs mandate and the evaluation mandate
  • In-depth knowledge of quantitative and qualitative research and evaluation methods and ability to guide others in their selection and use
  • Broad and authoritative knowledge of diverse evaluation practices concepts and principles
  • Advanced skills in listening influencing and interpreting evaluation evidence management information etc. and ability to deliver independent credible and useful evaluations
  • High caliber of communication skills with the ability to create clear influential messages from complex data using a variety of communication platforms (verbally and in writing)
  • Broad knowledge of internal and external best practices and partnerships to develop and implement optimal evaluation arrangements.

Languages:

International Professional: Fluency (level C) in oral and written English language. Intermediate knowledge of a second UN language is desired.
