The Office of Human Resources (OHR) is responsible for the agencys human capital administration which includes employment and recruitment human resources civil service administration employee and labor relations training and professional development timekeeping & payroll employee benefit programs performance management employee recognition agency-wide events and partnering with citywide and oversight agencies to facilitate the agencys workforce management business needs.
The Office of Human Resources (OHR) seeks a dynamic and highly motivated individual to serve as the Payroll Supervisor within the Payroll Unit. The Payroll Supervisor will report to the Senior Director of Payroll and Timekeeping and assist in supporting and executing Payroll functions. The selected individual will be knowledgeable in the Citys Payroll policies and procedures recurring increment payments and help to ensure that NYC Aging is in compliance with all applicable civil service laws employment laws and collective bargaining agreements. The Payroll Supervisor duties and responsibilities will include but not be limited to the following:
- Supervise and train Payroll staff and monitor daily unit operations. Ensure quality assurance and payroll procedures are adhered to and provide resolution for payroll issues to staff as needed while ensuring compliance with established internal and external policies and deadlines.
- Monitor and audit all authorized payroll and personnel transactions in PMS/NYCAPS to ensure accurate and timely payment of salaries and differentials. This includes reviewing personnel actions such as appointments promotions title changes resignations retirements and terminations.
- Assist Senior Director with the oversight of contractual increases and additions-to-gross (ATG) payments and the agencys Motor Vehicle and Parking Fringe Benefits procedures.
- Ensure accurate bi-weekly payroll; and coordinate submission of all required payroll forms including Payroll Certification one-time payments stop payments undistributed checks and supplementary payroll.
- Administer the review of payroll reports such as theand 320 reports and ensure all related reports are monitored on a regular basis.
- Direct the managerial lump-sum payment process to ensure accuracy timely submission to the Comptrollers Office and timely processing at the agency level.
- Maintain an effective internal control system to ensure compliance with directives policies and procedures issued by oversight agencies such as DCAS OPA the Comptrollers Office and Labor Relations.
- Serve as the agency Security Officer for NYCAPS PMS and CHRMS; and monitor disbursements and garnishments to ensure compliance with federal and state wage and hour laws.
- Assist NYC Aging employees with ESS functions such as Direct Deposit the College Savings Program and Commuter Benefits enrollment.
- Provide a high-level of customer service to NYC Aging employees and investigate payroll discrepancies.
- Perform related assignments and special projects as deemed necessary.

Qualifications :
1. A baccalaureate degree from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning allocation for resources and the scheduling and assignment of work 18 months of which must have been in an administrative managerial executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory full-time progressively responsible experience as described in 1 above 18 months of which must have been in an administrative managerial executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory full-time progressively responsible experience as described in 1
above 18 months of which must have been in an administrative managerial
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to 1 2 or 3 above. However all
candidates must possess the 18 months of administrative managerial executive or supervisory experience as described in 1 2 or 3 above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative managerial executive or supervisory
experience described in 1 2 or 3 above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.
