JOB TITLE: Climate-Action Innovation -International Consultant

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
In Egypt WFP is dedicated to aligning with the Governments priorities to achieve the Sustainable Development Goals (SDGs). WFPs current five-year Country Strategic Plan (CSP) is strategically designed to support Egypts Vision 2030 ensuring food and nutrition security for all Egyptians as outlined in the Constitution and the countrys commitment to the Global Sustainable Development Agenda.
The CSP emphasizes assisting smallholder farmers in Upper Egypt to adapt to climate change through innovative activities such as land consolidation upgraded irrigation systems and the utilization of renewable energy sources. To further support these communities WFP is implementing the Climate Adaptation Innovation Accelerator Programme (CAIAP).
The CAIAP launched by WFP in collaboration with the Adaptation Fund aims to foster innovative solutions for climate adaptation challenges. This program supports startups and organizations in developing technologies and practices that enhance resilience to climate change. Targeting regions heavily impacted by climate change such as Egypt the Accelerator Programme provides participants with access to funding mentorship and a platform to scale their innovations. This initiative is vital in promoting sustainable development and mitigating the adverse effects of climate change on vulnerable communities.
Additionally WFP Egypt and the Ministry of Planning Economic Development and International Cooperation (MPEDIC) are collaborating to launch and manage an innovation program aimed at identifying supporting and scaling high-impact innovations from startups and other ventures to enhance climate adaptation and food security.
Moreover WFP in partnership with the Government of Egypt multilateral organizations and other agencies is designing and implementing a scaled-up national climate early warning system for small farmers and supporting the Ministry of Environments National Adaptation Programme.
To ensure continuous engagement with these initiatives WFP requires dedicated support to establish and maintain relationships with government and private sector stakeholders design timely interventions and generate knowledge aligned with its development priorities and innovation ambitions in Egypt. To this end WFP is seeking a candidate to manage components of these initiatives and further WFPs agenda in this space. This role will be crucial in driving the success of WFPs innovative programs and ensuring their alignment with Egypts development goals.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Lead WFP Egypts Climate Adaptation Innovation Accelerator Programme (CAIAP) developing robust design and implementation pathways ensuring timely delivery of milestones and enabling strong coordination with relevant stakeholders.
2. Coordinate with WFPs Innovation Accelerator and the Ministry of Planning Economic Development and International Cooperation (MPEDIC) for the Climate Adaptation Innovation Accelerator Programme (CAIAP).
3. Oversee the local implementation and development of ventures solutions and coordinate the integration of successful ideas into WFP programmes.
4. Identify opportunities to mobilize additional financing for climate innovation/anticipatory action initiatives.
5. Update and prepare CSP activities related to early warning systems climate forecasting and climate innovations.
6. Lead discussions on the design and piloting of a national early warning system for agriculture maintaining and strengthening relationships with the Ministry of Agriculture and Land Reclamation (MALR) the Ministry of Planning Economic Development and International Cooperation (MPEDIC) the Egyptian Meteorological Authority (EMA) the Ministry of Water Resources and Irrigation (MWRI) the Ministry of Environment (MoE) the Information Decision Support Center (IDSC) and others.
7. Undertake reporting and research as well as assist with knowledge generation focusing on how WFP can contribute to developing a national early warning system for agriculture.
8. Provide strong technical input to studies and assessments in collaboration with relevant experts and teams to support evidence-building for anticipatory action readiness activities.
9. Communicate WFPs updates to support the governments vision on Early Warning System strengthening and Climate Services acting as the WFP climate innovation focal point guiding the innovation process of piloting and implementing different startups and ventures solutions addressing food security and climate challenges.
10. When required support the WFP programme team on climate action and resilience-building initiatives including coordinating meetings and workshops.
11. Under supervision liaise with other functional sections and units to ensure effective internal collaboration when required and support regional partnerships.
12. Perform other duties as required.
Education:
Completion of a bachelors degree from a recognized institution in a relevant discipline such as environment climate economics management information management or development. A masters degree in a relevant field is desirable.
Experience:
At least 7 years of relevant experience working in the environmental and or information management sector with at least 2 years of relevant experience in climate action.
Research policy analysis and programme in climate change and development fields.
Desired Knowledge & Skills:
Knowledge of climate change and exposure to development and humanitarian issues in Egypt and/or the Arab region.
Strong knowledge of the innovation and startup solutions landscape in Egypt.
Familiarity in developing public private partnerships.
Strong writing organizational skills and experience in Microsoft Package.
Strong teamwork problem solving and coordination capacities.
Languages:
Fluency in oral and written communication in English. Fluency in Arabic is a plus.
