Reporting to Project General manager The HSE Manager is responsible for developing implementing and maintaining health safety and environmental policies and programs across all phases of oil & gas projects from design and procurement to fabrication offshore installation commissioning and operations. The role ensures compliance with legal regulatory and client requirements while promoting a strong safety culture and zero-incident performance.
Key Responsibilities
1. HSE Management System
- Develop implement and maintain the Project HSE Plan in line with ISO 45001 ISO 14001 and OHSAS guidelines.
- Ensure compliance with company policies client requirements and local/international regulations.
- Integrate HSE considerations into EPCIC phases (Engineering Procurement Construction Installation Commissioning).
2. Risk & Hazard Management
- Lead Hazard Identification (HAZID) Hazard and Operability Studies (HAZOP) Job Safety Analysis (JSA) and Risk Assessments.
- Establish and monitor Permit to Work (PTW) systems confined space entry hot work and lifting operations controls.
- Coordinate SIMOPS (Simultaneous Operations) risk assessments for offshore activities.
3. Incident Prevention & Response
- Develop emergency response plans for onshore yards and offshore sites.
- Lead accident/incident investigations using Root Cause Analysis (RCA) and ensure corrective actions are implemented.
- Maintain records of all incidents near misses and corrective measures.
4. Monitoring & Auditing
- Conduct regular site inspections HSE audits and compliance checks at fabrication yards offshore vessels and installations.
- Monitor HSE KPIs such as TRIR (Total Recordable Incident Rate) LTIFR (Lost Time Injury Frequency Rate) and environmental spills.
5. Training & Awareness.
- Organize HSE induction and competency-based training for all project personnel (onshore and offshore).
- Promote a proactive safety culture through campaigns toolbox talks and safety stand-downs.
6. Environmental Protection
- Ensure waste management pollution prevention and spill control measures are in place.
- Monitor environmental aspects such as emissions discharges and hazardous material handling.
7. Documentation & Reporting
- Maintain accurate HSE documentation including registers risk assessments audit reports and training records.
- Submit weekly monthly and quarterly HSE reports to project management and clients.

Qualifications Experience Knowledge and Skills:
- Bachelor of Science Degree (BSc) in Engineering from an accredited university.
- Work experience of fifteen (15) years in the sought discipline after earning the BSc degree.
- Candidates should have a minimum of 5 years of offshore experience in total with at least the last 35 years spent on offshore projects.
- Excellent spoken and written English including proven ability to write specifications and reports.
