Job Title: Information Systems Architect Project Lead
Duration: 12 Months
Location: Columbia SC (Hybrid 2 days onsite/week)
Note: Candidates must be current South Carolina residents. No relocation.

Position Overview

Navitas Partners LLC is seeking an experienced Information Systems Architect to lead technical design system modernization and project execution for mission-critical Economic Services applications. This role provides technical leadership for web application development modernization efforts and cross-team coordination within a large public-sector environment.

Responsibilities

• Lead architecture design and modernization of IT systems supporting SNAP and TANF programs.

• Oversee full SDLC activities including planning integration development and deployment.

• Coordinate with business analysts developers QA teams and federal partners.

• Ensure compliance with federal APD requirements security standards and agency policies.

• Guide and mentor team members; enforce architectural best practices.

• Analyze business needs develop user stories/use cases and create technical specifications.

• Support test case development process improvements and scope management.

• Manage collaboration with third-party vendors and integration partners.

Key Projects

• SNAP/TANF Systems Integration: Modernization and alignment with federal reporting requirements.

• API Modernization & UAT: Oversee integration and end-to-end testing of third-party APIs.

• ESSAM Modernization: Lead core redesign of eligibility and case management platforms.

Required Qualifications

• Bachelors degree in Computer Science Information Systems or related field.

• 8 years of enterprise software architecture experience.

• 8 years of technical project leadership.

• Strong communication analytical and documentation skills.

• Ability to work independently and lead cross-functional teams.

Preferred Qualifications

• Experience with state/federal compliance requirements (e.g. NIST FISMA).

• Background in Human Services systems (e.g. SNAP TANF Child Welfare).

• Knowledge of data privacy standards (PII/PHI).

• Public-sector or government contracting experience.
