BACKGROUND AND PURPOSEOF THE ASSIGNMENT:
The United Nations World FoodProgramme(WFP) is the worlds largest humanitarian agency fighting hunger worldwide. The Technology Division (TEC) of the World FoodProgramme(WFP) is leading the enterprise-wide deployment ofan operationaldecision-makingplatformcalledDOTS which is powered bythe Palantir Foundrysolution.DOTS is at the center ofTECs data ecosystemintegrating data from multiple data sources transforming data tocreate adynamic ontologyrepresentingWFPsoperational model andsurfacing business insights to support decision-making.
TheOperational Data Analyst (or DOTSWorkflow Owneras known within the DOTS team)works withWFP business counterpartsand end-usersto designimplementand deliverend-to-endsolutionson DOTSaddressing core businessquestions andoutcomes.Using rapid iteration cycles and eliciting constantfeedback from end-usersdecision-makers project focal points and fellow team membersthe incumbent is expected to push boundaries challenge theas-is and relish the opportunity to explore problemsand find resolutions.
Combiningknowledge of data analytics datagovernanceproject managementand excellent communication skills theOperational Data Analyst will be equally comfortable discussing technicalissues withdevelopersandpresenting DOTS demonstrations to a wider audience.
Reporting to theDOTS Product Managerin the TECXbranch in the TEC Division the Workflow Owner will work closely withDOTSteammembersandTECBusiness Engagement Managers toown the end-to-endprocessofdesigning implementingand presentingdata in ways that helpend-usersand assist in the continuous improvement ofDOTS.
ACCOUNTABILITIES/RESPONSIBILITIES:
Act as Agile product owner.
Analyse the businessproblem -the functional and the non-functionalrequirements andbe comfortable arguing for theoptimalend solution in case the proposed requirementsdonot align with the underlying solution to the problem.
Understand the data domainthe data cataloguedefinitions (if any)andthe data flows.
Accountable and responsible for the end-to-end process ofcreatingimplementingand rolling outworkflows on DOTS:
Explore requirements impact analysis and alternative solutions and mutually agree on them with the business.
Document and classify requirements and decisions.
Work with the team and business to model the solution to the business problem in the DOTS platform. You will function as the platform expert and throughout userinterviews also as theend-to-endprocess expert owning the overall workflow architecture and implementation scope.Define and detail the information model the user interface model(which DOTSplatform tools to use) the use cases the integrationmodeland the reporting model.
Work hands-on in the platform to build out theend-to-endworkflowstogether with the developers on the team. Although nopreviousprogramming skills are(but can be useful)for this rolean ideal candidate will have high technical aptitude and be comfortable picking up technical tasks and implement them in the platform.
Providesuggested insights into what the business users can use the platform for to derive analytical insights given yourknow-howof the business problems (post user interviews) as well as the platform.
Basedon Workflow design provide resourcing estimates.Update resource estimates in case more resources are needed or if resources are under-utilized.
Interact with the developmentand platform governanceteamsto discuss and clarify specifications.Interact withPlatform engagement toidentifysuccess metrics.
Conduct high level testing that functionality works(iterative process)asprior to handing over for formaltesting with business owners and end-users.
Together with business ownerswork to induce theChange Managementneeded to roll out theend-to-endworkflow. You will be the spark that igniteschange andensures thatthe end users that willbenefitfrom the solutions you and your teamdevelop.
Maintain communication with stakeholders and ensure buy-in at each stage of the project.
With the developerson the team ensure workflowscan progress from active implementation status tosteady-statepost-roll out.Use of SCRUMmethodologyto track progress.
Take end-user feedback to continuously improve workflows.
DELIVERABLESAT THE END OF THE CONTRACT:
Demonstrated progress on delivery ofDOTSworkflows against design and business owner expectations incl. auxiliary non-platform specific deliverables.
DOTSdata viewsand analytical componentsdevelopedusing the tools available on the platform (pre-requisite: completion oftraining on DOTS and DOTS tools).
Contribution towards usage ofDOTS (e.g. usage in workflow design)
Required technical/non-technicaldocumentation and review/approval processes completedforassigned projects.
Project metricsestablishedand method for data collectionestablishedfor each project.
Change management artifacts (e.g.webinars presentations) completed.
QUALIFICATIONS & EXPERIENCEREQUIRED:
Education:
University degree in human centred design information technology management data analytics/management computer science businessadministrationor other relevant disciplines.
Experience:
4 years of relevant and progressively more responsible human centred design and/or business analysis work with experience on 3 relevant projectsusing agile development methodologies.
1year direct experienceworking ona project with datavisualizationand/ordata analysis outputs.
Desirable:1yearExperienceworking withPalantirFoundry and knowledge of WFP business processes.
Knowledge& Skills:
Rich experience and proven skills in working towards a common goal in a team of diverse skillsexperienceand cultural backgrounds with heavy emphasis towards business and non-technical team members and stakeholders outside the team.
Highproblem-solvingskillsand willingness to develop any technical skills needed if any.
Proven ability toanalysebusiness processes uncoveringshapingand documenting business needs and requirements that are aligned with business strategies.
Experience working withdataanalysis or otherwise proven record of high technical aptitude and ability to work in highly technical and analytical environments.
Experience solving analytical problems (doesntneed to be with code)
Experience and skills to effectively engage with the business to design the end-to-end process diagrams user storiesand to document items for workflows.
Experience and skills to effectively walk business teams through potential end-to-end workflows
Experience with geographically distributed teams where the focus on team-work and achieving deliverables requirevery strongcommunication skills both written and verbal to ensure team members are aligned on the final deliverables and processes to achieve high quality results.
Strong understanding of project management methodologies and experience in project planning
Desirable:Experience with data pipeline design and implementation.
Desirable: Basic knowledge ofPythonprogramming language
Languages:
Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic Chinese French Russian Spanish and/or WFPs working language Portuguese.
