  • Minimum 10 years Experience working across cross-functional teams-including clinical product and development stakeholders.

Description

Background Information

  • This resource will work together with Ontario Health teams to support the project work and integration of Data for Connected Health (DCH) engaging with Ontario Health staff and across portfolios regions and Ontario Health teams to embed digital-first practices processes and tools. A strong collaborative working relationship with the leadership team across DCH Digital Excellence in Health (DxH) as well across Ontario Health is essential. The senior business architect will play a role in program management and change management within DCH. The resource will be responsible for delivering on a DCH roadmap developing an operations plan and driving the resource management planning of new projects/assignments coming through DxH gating. This resource will:
  • support innovation and efficiency in the short term
  • Enable change management and adoption
  • Ensure strategic alignment and operating model design amongst the teams (DCH-DHIEX-Data Governance- Virtual visits verification (VVV))

Responsibilities:

  • Analyzes government information pertinent to business architecture consults with appropriate government contacts on specific business architecture elements and conducts focus group workshops.
  • Develops and maintains business capabilities of the enterprise in line with the corporate strategy as well as contributing to the business strategy and plans.
  • Develops/revises business architecture artefacts as part of the Enterprise Information Architecture (EIA) Federated Framework and ensures that these are vertically integrated.
  • Models business at enterprise and/or core business levels.

This also includes:

  • Design of capability models and related architectural solutions of business tasks mapping capability functionality to the internal and external resources
  • Developing business transformation plans jointly with senior business management
  • Handling business solutions to the delivery and operational business functions of the company
  • Developing and maintaining architectural governance and controls over implementation
  • For each step of the business transformation plan business architects contribute in development of a blueprint of the enterprise in order to promote a common understanding of the organization and alignment of strategic objectives with tactical demands

Desired Skills:

  • Experience in developing enterprise architecture deliverables (e.g. models) based on Ontario Government Enterprise Architecture processes and practice
  • Knowledge and understanding of Information Management principles concepts policies and practices
  • Planning and implementation of information management strategy
  • Experience translating business requirements into technical and functional requirements
  • Proven experience and expertise with the development of Business Architecture for an acquired solution
  • Experience utilizing techniques and strategies to elicit identify validate analyze model and document Business Architecture
  • Experience with a wide range of methods techniques and tools for business architecture such as but not limited to: business functional modeling service lifecycle modeling business event modeling business process mapping value chain analysis and other related disciplines
  • Demonstrated experience participating in business systems requirements analysis and solution design activities
  • Experience completing business architectures in government settings or similar complex multi-project/multi-client organizations

Required Skills:

  • Strong documentation and facilitation skills-able to co-design in collaborative sessions and communicate clearly with non-technical partners
  • Strong analytical and problem-solving skills to evaluate opportunities for innovation with internal and external partners.
  • Strong communication skills both orally and in writing to communicate effectively with senior leaders funders and executives; communicate in a high-risk environment discuss technical concepts produce documents.
  • Ability to apply conceptual models to planning to product actionable execution approaches.
  • Proficiency in business architecture methods and tools such as business process mapping capability modeling and value stream analysis with a focus on digital health interoperability and clinical data governance.
  • Ability to identify the work required and organize facilitate and/or perform the work with only limited guidance.

Evaluation Criteria: 100 Points

Deliverables

  • Deliverables Include but are not limited to:
  • DCH roadmap
  • Operations plan
  • Project Intake model & process (aligned with Project Management Gating Committee (PMGC))
  • Resource management plan & tools to support DCH & closely aligned teams
  • Cross-functional team facilitation (meetings workshops sessions) to achieve the deliverables

Additional Terms

  • Term: The term of this Engagement Assignment is 60 Business Days with an option to extend for up to an additional 185 days at Ontario Healths discretion. The Engagement Assignment may be extended for unused Business Days at Ontario Healths discretion.
  • The resource will comply with Ontario Health policies and procedures.
  • Ontario Health systems cannot be accessed from outside the province of Ontario and Ontario Health assets including laptops and related equipment cannot be removed from the province of Ontario without prior written approval from Ontario Health.
  • Assignment Type: This position is currently listed as Hybrid. The resource under this request will be required to work onsite as per Hiring Manager sole discretion.
