The work of the Directorate for Economic Development is vital to the realisation of the Scottish Governments core purpose - creating a more successful country with opportunities for all to flourish through increased well-being sustainable and inclusive economic Regional Economic Development Division (RED) is at the heart of this and our work contributes directly to the ambitions set out in the National Strategy for Economic Transformation.

The RED Division supports activity that drives economic growth across Scotland and its communities. The programmes and projects we support stimulate inclusive and sustainable growth across Scotland. We lead on Community Wealth Building the development of regional economic policy including the creation of a network of Regional Economic Partnerships and on shaping and delivering flagship programmes like Green FreeportsInvestment Zones and City Region and Growth Deals working in partnership with the UK Government. The programmes and projects we support stimulate inclusive and sustainable growth

As Benefits Realisation and Management Information Manager you will lead the development of frameworks and systems that demonstrate the real-world impact of Scotlands most ambitious economic programmes. From embedding benefits management and monitoring & evaluation processes to designing transparent reporting mechanisms your work will ensure that the programmes led by the RED Division deliver measurable outcomes. You will collaborate with government agencies UK Government departments and external partners to turn data into insight enabling informed decisions that drive inclusive and sustainable growth.

Responsibilities
  • Starting with the Green Freeports programme and thereafter extending to the wider division embed a Benefits Management approach: including developing overarching measurement and benefit capture processes and a framework for programme leads which will ensure that benefits are being achieved collected appropriately managed and reported.

  • Explore and implement as appropriate directorate and SG level transparency mechanisms to enable access to benefits reporting and/or key management information on deliverables embedding good and standardised practice across the division to enable compliance with the transparency mechanisms.

  • Lead internal and external stakeholder communication on benefitsbeing delivered across the divisions tying in with any cross organisational transparency shifts.

  • Support colleagues to use reporting information to inform review points (such as annual conversations or assurance discussions) for projects and programmes.

  • In collaboration with IT and Digital colleagues design and implement a system for simple user input of information and automated reporting of progress status results and measurement of programme benefits e.g. using Power BI ideally in a single reporting mechanism across all programmes that also captures data and allows reporting by protected characteristics specific targets groups or economic areas and environmental aspects

Working pattern
Our standard hours are 35 hours per week and we offer a range of flexible working options depending on the needs of the role. From October 2025 the Scottish Government will require staff in hybrid-compatible roles to work in-person 40% of the time either in an office or other agreed work location.

We have a divisional base in Glasgow at AQ5. Regular travel to Glasgow will be required for in person meetings. If you have specific questions about the role you are applying for please contact us.
