Duties and Responsibilities

  • * Plans organizes directs controls and coordinates the development implementation and maintenance of components of the Kuali Financial System (KFS) the official systemwide financial system of the University of Hawaii.
  • * Serves as the functional analyst for KFS with a broad range of responsibilities to appropriately develop the systemwide application.
  • * Ensures that the processes and procedures are consistent with applicable Federal and State laws rules regulations University policies and procedures accounting principles internal controls and appropriate business practices.
  • * Develops work plans and timetables for project management.
  • * Conducts initial KFS testing and coordinates complete and final testing with responsible central offices.
  • * Recommends changes to work flow and internal processing in the responsible central office as it relates to development of new component or modification of an existing component.
  • * Coordinates security changes on user profiles for system access.
  • Performs fiscal functions for the Fiscal Services unit including purchasing inventory work orders telecommunication requests etc.
  • Performs analysis recommends solutions and project direction coordinates with users and responsible central offices for resolution of problems and determination of project direction.
  • Develops system specifications and coordinates system development and program modifications with technical staff to implement approved project direction.
  • Organizes and coordinates required activities with applicable systemwide Directors of Financial Management operations responsible for KFS component.
  • Develops and updates University Administrative Procedure Manual instructions and User Guides as required relating to the KFS system administration in coordination with the responsible central offices.
  • Coordinates and maintains tables parameters and work flow configuration in KFS.
  • Participates in the Kuali related committees for KFS which may include travel to annual workshops and conferences.
  • Provides user support on KFS related questions.
  • Conducts special studies and analyses in various areas of fiscal services and financial management.
  • Develops reports and/or queries using business intelligence or reporting software such as Jasper Reports iDashboards etc.
  • Assists senior specialists in the performance of detailed and routine work or performs or assists with reviews and analyses to provide information.
  • Develops user documentation frequently asked questions (FAQs) and/or training material and assists with training either on-site or centrally.
  • Other duties as assigned.

Minimum Qualifications

  1. Possession of a baccalaureate degree in accounting business administration finance or related field and 3 years of progressively responsible professional experience with responsibilities for accounting and/or fiscal operations; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.
  2. Considerable working knowledge of principles practices and techniques in the area of accounting and/or fiscal operations as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts principles and methodologies.
  3. Considerable working knowledge and understanding of applicable federal and state laws rules regulations and theories and systems associated with accounting and/or fiscal operations.
  4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective innovative and timely manner.
  5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and by preparation of reports and other materials.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.
  7. Demonstrated ability to operate a personal computer and apply word processing software.
  8. For supervisory work demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.
  9. Ability to occasionally travel out-of-state and intra-state.
  10. Basic accounting business and reporting knowledge and concepts.
  11. Demonstrated ability to develop training materials and conduct training to programs and other related staff.
  12. Ability to work a variable work schedule and work outside normally scheduled work hours including day night weekend and/or holiday hours as directed.

Desirable Qualifications

  1. Working knowledge of the structure and processes of the Kuali Financial System Kuali Enterprise Workflow and Kuali Identity Management applications and related modules.
  2. Working knowledge and experience using collaboration and issue/bug tracking tools such as Atlassians Confluence and JIRA.
  3. Working knowledge of University of Hawaii Administrative Policies and Operational Procedures and State of Hawaii Revised Statutes.
  4. Knowledge of the principles practices and techniques of governmental and fund accounting systems.
  5. Considerable working knowledge of higher education or governmental fund accounting information systems such as FMIS IA FRS AMS CUFS Oracle Financials PeopleSoft Financials Kuali Financial Systems.
