Job Summary
NORCAP works to improve aid to better protect and empower people affected by crisis and climate change. We do this by providing expertise and solutions to humanitarian development and peacebuilding partners because we believe working together is the best way to reduce needs risks and vulnerability over time. Our operational work is organised through project teams in two sections: Emergency Protection and Resilience and Climate Action Peace and Democracy. This structure ensures efficient and holistic delivery of NORCAPs projects and fosters collaborative ways of working.
Since 2015 NORCAP has supported local actors including governments and civil society organisations by providing technical and strategic expertise to strengthen capacity in humanitarian operations and across development and peace efforts. With the ongoing humanitarian reset NORCAPs localisation approach is entering a transitional phase that will last until the end of 2026.
To lead this critical transition and shape the future of localisation within NORCAP we are seeking a Thematic Manager (Localisation). This fixed-term role is based in Oslo Norwayand runs until 31 December 2026 reporting to the Head of Resilience and Inclusion Unit.
Role and responsibilities
As the Thematic Manager (Localisation) you will take on the following responsibilities:
- Lead the development and implementation of all operational aspects of localisation projects ensuring results and resource management across activities and themes.
- Oversee strategic realignment of projects during the transition period making them fit for purpose and aligned with NORCAPs mandate.
- Represent NORCAP in high-level forums and maintain strong relationships with UN agencies governments local civil society organisations and other partners.
- Ensure robust monitoring evaluation and knowledge management frameworks to capture lessons learned and drive continuous improvement.
- Manage and support localisation experts including maintaining and developing the expert pool.
- Identify and mitigate project risks ensuring compliance with grant agreements and organisational policies.
- Produce periodic progress reports and advise on deviations from project plans.

Critical interfaces
You will work closely with other NORCAP thematic areas such as Community Engagement and Accountability Cash Assistance and Education as well as NRC departments donor representatives and localisation experts.
Qualifications and experience
To excel in this role candidates should possess the following qualifications and skills:
- Minimum 7 years experience in humanitarian development or peacebuilding sectors including localisation.
- Masters degree or equivalent experience.
- Proven track record in project management strategy development and change management.
- Experience in stakeholder engagement advocacy and donor relations.
- Strong interpersonal and communication skills with fluency in English (French or other UN languages is an asset).
