Job Summary

Summary Statement

This position is responsible for providing technical andadministrative support for the Transportation Infrastructure Investment Fund(TIIF) grant program the expedited review team and the Corridor CapacityPreservation Program (CCPP). Primary duties include reviewing applications andtransportation infrastructure plans communicating with applicants processingreimbursement requests and providing technical support. Additionalresponsibilities include attending meetings implementing program enhancementsmaintaining the website writing reports and process documents and exercisinggeneral problem-solving skills. Duties may also include plan reviews andconsultant management associated with the expedited plan review process withinthe Division of Economic Development Coordination.

Essential Functions

  • Inspects infrastructures to ensure compliance with design plans materials specifications safety requirements construction processes local state and federal codes and on-going maintenance requirements; documents and reports compliance or deficiencies.
  • Designs develops or reviews engineering project or site layouts alignments profiles studies graphs and other related activities.
  • Compiles and records notes sketches test results inspection data and other information to document compliance and/or develop designs specifications reports maps and other geographically based data.
  • Conducts various studies to be used by others to analyze needs or develop plans record characteristics and other related activities.
  • Conducts data analysis to determine accuracy of data collected develop recommendations develop corrective designs and/or ensure compliance.
  • Tests or evaluates the quality of materials or designs to verify adherence to contracts and specifications.
  • Obtains survey data such as angles elevations points and contours using electronic distance measuring equipment and other surveying instruments.
  • Calculates or measures area and volume dimensions horizontal and vertical geometry profile and component specifications and material testing dimensions using calculators or computers.
  • Operates computer assisted drafting equipment or other tools of the trade and uses automated information systems and computer software to enter update modify delete retrieve and report on data.
  • Reads and interprets plans specification blueprints and other engineering documents.
  • Performs other related duties as required.

    Applicants must have education training and/or experience demonstrating competence in each of the following areas:

    Planning: Process and Quality Control:

    1. Knowledge of applied mathematical computations including algebra and geometry.
    2. Knowledge of interpreting construction plans and details schematics or technical drawings.
    3. Knowledge of using an automated information system to enter update modify delete retrieve/inquire and report on data.
    4. Possession of a valid Drivers License (not suspended revoked or cancelled or disqualified from driving).

    JOB REQUIREMENTS for Engineering/Planning/Surveying Technician II

    4. Knowledge of data management and analysis used in transportation planning which includes querying formatting and quality control.
    5. Knowledge of using an automated information system to enter update modify delete retrieve/inquire and report on data.
    6. Possession of a valid Drivers License (not suspended revoked or cancelled or disqualified from driving).

    2. Six months experience in using computerized mapping software applications such as Geographic Information System (GIS) for collecting analyzing and mapping data.
    3. Six months experience in data management and analysis used in transportation planning which includes querying formatting and quality control.
    4. Six months experience in using an automated information system to enter update modify delete retrieve/inquire and report on data.
    5. Knowledge of developing analytical and technical documents such as reports maps or geographical representations of data.
    6. Knowledge of developing and recommending plans specifications designs studies or surveys.
    7. Knowledge of identifying and implementing process improvements including managing and maintaining physical/digital filing systems and accompanying documentation to ensure compliance with laws rules regulations standards policies and procedures.
    8. Knowledge of project management which includes planning developing implementing managing and evaluating projects to ensure objectives are met.
    9. Possession of a valid Drivers License (not suspended revoked or cancelled or disqualified from driving).

    All new hires are required to report to the Statewide New Employee Orientation (SNEO) on their first day of employment. Sessions are held at designated locations in Kent or New Castle County.
