JOB TITLE: Senior Advisor for Microinsurance

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP has recognized inclusive insurance as a critical instrument for integrated climate risk management and an efficient tool to build resilience against hunger in a changing climate. Inclusive insurance has mostly been developed and implemented under the R4 Rural Resilience Initiative bringing public and private sector actors together in a strategic large scale initiative to help the most vulnerable people manage climate risks and build resilient 2023 new countries have introduced inclusive insurance into their portfolio of activities as the others are continuing to scaling up and graduating their participants. WFP keeps testing and developing integrated sets of financial inclusion tools that extend the climate risk management benefits of financial services such as insurance savings and credit to vulnerable smallholder total around 2.5 million beneficiaries were provided with direct or indirect financial protection in 25 countries.
In addition WFP has developed a successful experience in macroinsurance mainly in Africa through the ARC Replica programme. WFP buys policies that match the governments macroinsurance policy to the African Risk case the policy triggers the payout will be used to implement an early response.
WFP is currently active globally in climate risk insurance in 25 countries and rapidly expanding to new countries.
Against this background WFP is looking for a senior risk financing consultant with strong inclusive insurance expertise to lead the inclusive insurance team contribute to the expansion scale up improvement and graduation of these programs and to provide support to WFP country offices and regional bureaus.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Lead the inclusive insurance team including financial inclusion activities. This includes: guiding country offices in selecting of technical service providers integrating insurance within WFP interventions developing sustainable insurance strategies engaging with governmental entities; supervising and guiding the inclusive insurance team; supporting the development of inclusive insurance activities in existing countries and in new ones; designing and testing sustainable strategies to integrate insurance as part of an integrated climate risk management approach of WFP activities.
2. Development & implementation of inclusive insurance activities :
a) Leadership : Be responsible for the development and implementation of all inclusive insurance activities.
b) Management : Assess the needs and supervise team of consultants supporting WFP work in inclusive insurance and financial inclusion.
c) Capacity strengthening :
i. Support HQ team to build their capacities on risk transfer and insurance so they can take the responsibility for the development and implementation of all insurance activities of other countries directly.
ii. Train Regional insurance advisors to support the development of insurance & financial inclusion.
iii. Provide technical assistance to COs governments and other stakeholders in developing and implementing their insurance particular this work will include Zambia West Africa (AICRM project) DRC and Partnership for Central America project.
iv. Develop solutions to ensure local ownership and sustainability help with testing and scaling up alternative insurance distribution channels support insurance companies to put in place a standardized and comprehensive process to deal with basis risk and support the capacity building process regarding index design provide specific support on pricing and reinsurance issues. This support will be demand driven.
v. Connected to the activities on Strategy and Innovation the consultant will focus the support on building the conditions for scalability sustainability & graduation.
d) technical assistance:
i. the consultant will use her specialist technical knowledge in insurance and in existing insurance programmes to support the HQ team and regional insurance advisors on technical issues in particular related to the work of technical service providers and its sustainability.
ii. Provide leadership and support to technical and operational needs of the country offices and R4 teams particularly in relation to: building partnerships product design and implementation distribution models sustainability insurance procedures and best practices regulatory approaches to unlock innovation and sustainability consumer protection development and provision of trainings supporting the consolidation in existing areas and expansion into new areas integration with other components providing technical input to proposals and programming activities guiding the conduction of feasibility studies providing technical support in pilot preparation and implementation.
iii. Participate in the Development of a Smart Subsidy Strategy at the HQ level that could guide Country Offices when subsidies are provided at the macro inclusive (meso and micro) level. As part of this the Consultant will lead the update of knowledge on target populations regarding financial capacity and willingness to pay but also aggregate all information about premium structures and product description. iv. supervise the work on financial inclusion including the integration between insurance and savings. These tasks will be progressively transferred to the regional bureaus.
visibility on inclusive insurance portfolio : current figures and projections at country and regional level including on performance indicators and gender balance.
4. Fundraising : contribute to funding proposals in order to support country offices regional bureaux and HQ in the fundraising strategy. This will include reviewing concept notes and full proposals providing inputs on the technical aspects reviewing the proposed budget.
5. Strategy & Innovation :
a) Participate in the development of a climate & disaster risk financing strategy at the HQ level that could guide country offices to integrate risk financing within their activities and establish the main guidelines for support to country offices to achieve sustainable approaches.
b) Support building the conditions for scalability sustainability & graduation strategy on risk financing and test these approaches. WFP is targeting at around 500000 households insured during the 2024/25 season in inclusive insurance (including through technical assistance programme).
c) To support the pilot aproaches aligned with testing of innovative approaches in particular linked the innovation accelerator programs.
6. Streamlining: Provide climate & disaster risk financing advice to mainstreaming risk transfer within WFP :
a) Contribute to better position insurance and other risk financing tools within WFP and in particular in CSPs (Country Strategy Plan) where relevant.
b) support synergies building with other topics and programmes such as anticipatory action Smallholder Agriculture Market Support (SAMS) or social protection or CBT.
7. KM :
a) Provide inputs and feedback to the Knowledge Management Lead in the process of updating the various guidances on insurance or develop new ones if needed.
b) Support the KM Lead and Communication Lead by providing technical input to develop core training and capacity building materials and programs for WFP partners and specific programs. The senior advisors knowledge of these highly specialist areas of information transfer will be made available to PPGR.
c) Participate in and contribute to global events and liaise with national and international working groups networks multilateral frameworks and institutions related to inclusive insurance in consultation with the risk transfer coordinator. A specific focus will be made on the Microinsurance Network (MIN) the InsuResilience Global Platform and the IDF. The working groups will be selected as the contract starts.
DELIVERABLES AT THE END OF THE CONTRACT:

With the support of the Regional Insurance Advisors COs and RBs are receiving the right level of support based on request and resources available. A priority will be put on creating the conditions for scaling up graduation and sustainability
Prepare and supervise implementation of regional projects in West Africa (AICRM) and Easter Africa (on forecast index insurance).
Develop a clear integration and sustainable strategy in at least 5 countries
At least 2 countries have a strategy to integrate insurance and financial inclusion solutions being implemented
Participate to at least 1 international event on CDRFI.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
MA Degree in International Development/Relations/Business Political Science Economics Finance or Public Policy;
Experience:
Sound knowledge of the microfinance sector and working knowledge of inclusive insurance and risk management. At least 20 years of experience in insurance and 15 years of experience in inclusive insurance is expected;
Knowledge & Skills:
A technical expertise in inclusive insurance statistical or agronomical background and in regulatory frameworks applicable to inclusive insurance would be an asset.
Good quantitative and qualitative analysis skills preferred; Excellent analytical and writing skills;
Ability to work independently as well as within a team;
Detail oriented efficient and able to promptly meet deadlines
Languages:
Written and spoken fluency in English required (with working knowledge in French Portuguese Spanish Arabic or Russian)
