Purpose

The Nurse Practitioner functions as an independenthealthcare provider who works collaboratively within a multi-disciplinary teamof public health professionals to provide comprehensive care to the clients in anoutpatient sexual and reproductive health clinical setting.

Essential Functions

Clinical

  • Interview patients to obtain general health and sexual history.
  • Perform physical examinations; identify deviations from norms in the physical condition of the patient.
  • Order appropriate lab tests and collect specimens in conjunction with clinic protocols; consult with the physician as indicated.
  • Identify the need to treat asymptomatic contact with sexually transmitted infection (STI) cases; collaborate with Disease Intervention Specialists (DISs) and clinical staff to administer appropriate treatment under program protocols.
  • Counsel patients and contacts regarding risk reduction for STIs; provide one-to-one and group educational services regarding diagnosis and treatment.
  • Evaluate patients to determine effectiveness of treatments and identify any adherence issues; refer patients to medical nursing or community resources for ongoing care and needs.
  • Maintain timely and complete medical records and clinical care documentation per Health Insurance Portability and Accountability (HIPAA) guidelines and Milwaukee Health Department (MHD) policy.
  • Educate patients on birth control options and prescribe evidence-based methods that align with patient goals and reproductive health needs.
  • Perform clinical breast exams pap smears and vaginal exams per program guidelines including follow-up for abnormal screening tests.
  • Review and interpret pap smears mammography and laboratory findings; consult with the Public Health Nurse to ensure appropriate follow-up.
  • Ensure that all quality control standards are met per local state and federal guidelines.

Guidance and Quality Assurance

  • Serve as a clinical resource collaborating with the interdisciplinary team to facilitate care delivery. Provide clinical consultation and direction to nurses in the Sexual Reproductive Health (SRH) and Milwaukee Breast and Cervical Cancer Screening Awareness Program (MBCCAP) programs.
  • Collaborate with the MHD physician on maintaining standing orders training for nursing staff.
  • Address the global needs of the clinic environment; assist program leadership to address issues of regulatory compliance quality assurance staff culture and patient experience.
  • Maintain up-to-date clinical licensure ongoing education and competency through participation in professional organizations networking conferences webinars and continuing nursing educational opportunities.
  • Collaborate with leaders to analyze program data to understand current patterns and identify areas of improvement. Act as clinical champion for quality improvement priorities as established by department leadership.
  • Provide presentations and learning experiences for nursing and other professional students including in-service opportunities for program peers.

Program Leadership Coordination and Outreach

  • Review current policies and protocols for accuracy and completeness.
  • At the request of leadership represent MHD on relevant local and state committees community outreach opportunities and workgroups to promote and support program services.
  • Engage in special projects quality improvement initiatives and research opportunities.
  • Stay current on sexual and reproductive health care information that will impact practice.
  • Provide up to date and relevant sexual and reproductive health education to staff in the SRH and relevant programs.
  • Collaborate with local SRH and OB/GYN partners to improve services and systems to support clients.

Conditions of Employment

The Nurse Practitioner must be willing and able to do thefollowing:

  • Participate in a work schedule that includes occasional weekend and evening hours. The current hours of work are Monday through Friday 8:00 a.m.-4:45 p.m. On rotating Mondays the schedule is 10:45 a.m.-7:30 p.m.
  • Must be willing to travel between and/or work at both the Keenan and South Side Health Centers.
  • May travel outside the City of Milwaukee occasionally overnight to attend training and conferences.
  • Required to file a Statement of Economic Interests in accordance with the Milwaukee Code of Ordinances Chapter 303-Code of Ethics.
  • Must be willing and able to perform medium physical work including exerting 50 lbs. of force occasionally up to 20 lbs. of force frequently and up to 10 lbs. of force often to move objects.
  • Wear industry related personal protective equipment (PPE) such as gloves facemask or face shield.
  • May be required to carry a mobile device during business hours.
  • May be exposed to infectious agents or toxins.

  • May be required to respond to an emergency and/or broad impact event.
The required pre-employment tests include:

  • Physical/lift test
  • Audiogram
  • Vision
  • Medical evaluation for respirator
  • Respirator fit test
  • Non-DOT drug test
The required pre-employment vaccines include:

  • TB Test; at time of appointment and annually throughout employment
  • Hepatitis B Vaccine
  • COVID-19 Vaccine Confirmation
  • MMR Vaccine
  • Varicella Vaccine

    Minimum Requirements

    At time of application:

    1. Proof of completion of an accredited Nursing Practitionerprogram.
    2. Master of Science in nursing (MSN).
    3. One year of full-time experience performing the duties of aNurse Practitioners in a licensed Obstetrics-Gynecology (OBGYN) WomensHealth Reproductive Health or Family Practice clinic.

    At time of application throughout the selection processand throughout employment:

    4. Valid certificate to practice as a professional NursePractitioner from the American Nurses Credentialing Center (ANCC) or theAmerican Academy of Nurse Practitioners (AANP).
    5. Valid license to practice professional nursing in the Stateof Wisconsin.
    6. Valid State of Wisconsin certification as an Advanced PracticeNurse Prescriber (APNP).

    At time of appointment and throughout employment:

    7. Valid certificate in Basic Life Support (BLS).
    8. Valid drivers license and possession of a properly insuredvehicle for use on the job. Private auto allowance may be paid pursuant toSection 350-183 of the Milwaukee Code.

    Within six months of appointment:

    9. Completion of a comprehensive training program for theprevention of sexually transmitted infections mandated by the Centers forDisease Control and Prevention (CDC).
    10. Completion of the certification for the National IncidentManagement System (NIMS)/Incident Command System (ICS) 100 200 and 700.a.

    • Ability to assure comprehensive medically accurate and culturally sensitive care and health care education.
    • Knowledge of Advisory Committee on Immunization Practices (ACIP) guidelines to determine which immunizations are needed for an individual based on individual demographics and medical history.
    • Ability to evaluate health histories and results of examinations and to identify medical deviations from the norm.
    • Ability to instruct and counsel patients regarding STIs reproductive health and general health maintenance.
    • Ability to effectively use computer applications including the Internet and spreadsheet database and word processing software.

    • Ability to delegate tasks coordinate patient care and mobilize community resources.

    Current Salary

    The current salary range (Pay Range 2OX) is $99897-$127413annually and the resident incentive salary range for City of Milwaukeeresidents is $102894-$131235 annually. Appointment above the minimum ispossible based upon level of experience and other qualifications and is subjectto approval.
