SUMMARY
This is highly skilled journeyman level technical work including but not limited to: electrical electronic instrument and digital control systems. Work includes but is not limited to: installing calibrating and maintaining power plant/steam chiller plant electrical electronic digital pneumatic hydraulic and computer controlled instrumentation/controls equipment and systems.
Positions allocated to this classification report to a designated supervisor and work under limited supervision. Work in this class is distinguished from other classes by its lack of supervisory responsibility by its advanced technical skills and by the requirement to train and instruct personnel.

ESSENTIAL JOB FUNCTIONS
Manages configuration of control systems in various plants.
Manages the plant controls systems documentation software and backup files.
Programs adjusts troubleshoots and repairs various types of digital computer and instrument control systems for power plant/steam and chiller plant including but not limited to: combustion steam generation water systems controls combined cycle power plants gas turbine power plants coal handling systems burner management systems water treatment and processing systems and environmental monitoring and control equipment.
Directly responsible for turbine and boiler controls and logic that impacts the safety of personnel and equipment.
Responsible for cybersecurity of operational assets and ensures the integrity of cybersecurity and compliance with NERC.
Manages and performs the routine maintenance periodic updates and system upgrades as required.
Directs the activities of plant personnel and aids in the trouble shooting and repair of control systems including but not limited to: PLCs DCSs VFDs voltage regulators DASs CEMs Mark Vs and computer networking.
Trains ICE (Instrument Control and Electrical) Technicians and Plant Technicians in trouble shooting and programming of all electronic control systems and advises an assigned supervisor of level of job knowledge skills and abilities of personnel in training.
Writes technical documents such as technical procedures.
Manages alarm systems with the ability to set up adjust and reprogram systems to align with operational needs. Uses test equipment including but not limited to: voltmeters ohmmeters ammeters phase indicators meggers HART communication devices and oscilloscopes.
Installs / upgrades troubleshoots and maintains process controls systems working from logic diagrams blueprints sketches and manufacturers instructions.
Assists in planning and scheduling maintenance and prepares detailed records and reports in a timely manner.
Attends training courses and studies independently to maintain proficiency in the latest electrical electronic instrumentation and controls operation software changes / upgrades and maintenance requirements of power plant/steam chiller plant facilities and related support equipment.
Complies with information provided on Material Safety Data Sheets for all products. Handles and stores items properly.
Observes and adheres to proper lockout/tag out of plant equipment and systems in accordance with clearance procedures policies and practices.
Will be required to respond to emergency conditions without assistance.
Attends work on continuous and regular basis.
NON-ESSENTIAL JOB FUNCTIONS
Leads the installation inspection troubleshooting and repair of power plant/steam chiller plant instrument and electrical control systems and equipment including but not limited to: AC and DC motor controls generators and exciters controls high and low voltage switchgear circuit breaker controls relays and motor protective devices transformer controls switchboards rectifier controls motor generator set controls voltage regulator controls plant public address and telephone systems plant HVAC controls alarm and electrical control systems fiber optic cable and distributed control systems.
Maintains in proper working order all regular and emergency electrical power lighting and control equipment controls. Examines cleans and tests electronic control equipment and wiring in accordance with plant preventive maintenance schedule.
Assists with cleaning of plant facilities and equipment and general housekeeping.
May be required to transport mix handle or use hazardous materials (other than cans of gasoline batteries pumping fuel or access to normal janitorial cleaning materials) or may be responsible for facilities or equipment carrying current fluids or gas that could endanger the public or other employees.
May be required to train and perform duties in emergency egress accidental spill incidents and other safety-related emergencies. Training may include attending HAZWOPER and emergency egress training.
May act in absence of supervisor.
Performs other related duties as assigned.
QUALIFICATIONS
To perform this job successfully an individual must be able to perform each essential job function satisfactorily. Below are the required education experience knowledge skills and abilities to perform the essential functions.
EDUCATION AND EXPERIENCE
Graduation from high school or possession of an acceptable equivalency diploma; must have journey level knowledge and skill equivalent to those acquired through the progression-through-training program(s) for Power Plant Instrumentation Controls and Electrical (ICE) Technician.
Experience must include a minimum of three (3) years of industrial control systems experience in power or similar industries such as Pulp and Paper Chemical etc.

KNOWLEDGE SKILLS AND ABILITIES
Must meet minimum Craft and Safety Training established for designated journeyman program within the guidelines established in the progression-through-training program.
In-depth working knowledge in the operation of but not limited to: interpreting editing and maintenance of control ladder logic/computer networking in Distributive Control Systems (DCSs) Programmable Logic Controllers (PLCs) Smart Devices (transmitters valves etc.) and Variable Frequency Drives (VFDs).
Ability to identify and maintain Input/Output (I/O) devices or field wiring in power plant /steam chiller plant applications.
Ability to learn new control systems and aid in their installation and programming.
Able to travel for factory acceptance tests.
Knowledge of principles and practices pertaining to the installation and maintenance of various types of power plant/steam chiller plant electrical electronic and/or instrumentation and controls systems and equipment.
Knowledge of steam turbine units combustion turbine units and combined cycle units.
Thorough knowledge of occupational hazards safety rules regulations and precautions.
Skill in installation maintenance and repair of power plant/steam and chiller plant instruments.
Considerable knowledge of electrical instruments and controls theory.
Working knowledge of computer software and operating systems including but not limited to: DOS UNIX VMS Windows MS Office (Excel Word Access and Outlook) and other software used in the plant environment.
Skill in use and care of tools and equipment used in installation and adjustment of instruments and electrical systems and equipment.
Ability to work safely on assigned systems and equipment with voltages up to and including 4160V.
Ability to inspect and analyze instruments to detect flaws or defects in their operation and make necessary corrective calculations.
Skilled in hands-on operation with work-related equipment.
Ability to keep records and prepare reports.
Ability to read understand and comply with Material Safety Data Sheet.
Ability to communicate effectively both orally and in writing.
Ability to guide and train personnel in performance of their duties.
Ability to work effectively with coworkers and the general public.
