Reporting to the Senior Director Procurement the Manager Preconstruction assists with leading the development of complex project proposals setting the direction for and leading pre-construction teams through all pre-construction activities and managing client consultant and other stakeholder relations from project inception through to completion.
This role will primarily help define and then ensure the implementation of the per-project strategy for the pre-construction process in its entirety from project securement through to the start of the major construction activities. This role will at times involve leadership of a dedicated preconstruction team on a major project and at other times the direct involvement in preconstruction activities across multiple medium-sized projects depending on the current business unit project mix.
This position is based in our Ottawa office and will require travel to sites as needed. Please note that this position requires a Level II Secret security clearance as defined by the Government of Canadas Contract Security Program.
What Youll Be Working On
- Assist the Senior Director Procurement in setting the preconstruction strategy for the project and be accountable for its implementation.
- Lead project preconstruction teams through all preconstruction activities including budgeting estimating and tendering risk/opportunity review and analysis schedule development and management constructability and design reviews procurement strategy and execution negotiating subcontracts and major purchases and construction pre-planning.
- Directly complete the above preconstruction activities when required by the project requirements deadlines team requirements and similar.
- Lead the estimating team to determine bid and budget strategies determine of fee escalation and contingency percentages necessary to win and identify competitive advantages and win themes for bids and proposals.
- Collaborate with the proposal team lead on proposal and technical response criteria including the contribution to proposal narratives and content that is specific to the active project such as validity reporting constructability reports indigenous business engagement planning etc
- Ensure internal validation processes are completed prior to submitting a committed proposal executing a contract or submitting a work package.
- Prepare work packages for the conversion to the construction phase including the negotiation and finalization of subcontracts and major purchase orders with vendors.
- Identify the training needs of preconstruction team members. Implement/support and monitor training progress as required.
- Develop an effective procurement strategy for each project based on the owners evaluation criteria; align response to maximize scoring.
Execution
- Lead regular strategy meetings for high-priority upcoming opportunities.
- Lead regular preconstruction strategy and update meetings with the preconstruction project team and ensure deliverables and preconstruction strategy are being met.
- Undertake preconstruction activities directly as required and in support of the preconstruction team and the preconstruction strategy.
- Lead major multi-phase project pursuits including Integrated Project Delivery progressive design build and Public-Private-Partnership (P3) type opportunities including managing external partners and design consultants.
- Ensure internal validation processes are followed prior to submitting a committed proposal executing a contract or submitting a work package.
Financial Accountabilities
- Oversee all financial deliverables for bids and projects ensuring work is secured in line with district profitability targets.
- Oversee the management of the pre-construction budget on more complex projects if necessary.
- Advise on selecting trade and consultant partners that are assessed to be financially viable with adequate manpower and an appropriate level of expertise to complete the work.
- Review and approve mitigation of potential pressures on fee and lead discussions to properly assess and calculate fee.
Client Focus
- Build and maintain relationships and regular communication with the client consultants and key stakeholders.
- Participate in the business development process ensuring that potential projects and clients are tracked and monitored regularly.
- Assist in the mitigation of conflicts over differences in the understanding of contracts.
- Build and maintain strong internal and external relationships.
- Provide direction and leadership to the entire preconstruction team including training team members on preconstruction processes and outcomes as necessary.
- Ensure the needs and expectations of the client are achieved while balancing and aligning expectations and the strategic plan.
What We Are Looking For
- Ideal candidates come from a construction management background with demonstrated experience and a previous senior position as a Project Manager Estimator or Construction Manager with a large general contractor.
- Proficient in conceptual estimating benchmarking and market testing and knowledge of analytics related to project pursuits.
- A portfolio including large commercial and institutional projects delivered under various project formats (D-B-B D-B Progressive DB CM IPD) as well as experience delivering projects under the P3 model.
- A good understanding and knowledge of design processes estimating construction finance and contracts as well as a strong technical knowledge base.
- Proven leadership and project management skills to support a collaborative approach in examining complex situations with multiple stakeholders understanding other parties expectations and possessing a genuine interest in creating win-win solutions.
- Timely decision-making organizational negotiation and communication skills are required to achieve the necessary objectives and goals for the project.
- Registered Professional Engineer (P. Eng.) Project Management Gold Seal Certified LEED Accredited LEAN experience MRICS and CIQS are all assets.
- 8 years of experience as a Project Manager Estimator or Construction Manager.
- Experience working in an engineering or architecture field or as a design manager is an asset.
