III. MINIMUM QUALIFICATIONS
A. Education Experience and Training
1. Bachelors degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Accounting Business Administration Criminal Justice Management Information Systems or a related field preferred. Each year of experience as described below in excess of the required five years may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis.
2. Five years full-time wage-earning business process analysis research evaluation of programs or program administration experience.
3. Two years full-time wage-earning experience in the supervision of employees.
4. Certified Software Manager preferred.
B. Knowledge and Skills
1. Knowledge of the principles and practices of public administration and property management.
2. Knowledge of procurement management processes to include solicitation source selection and contract administration preferred.
3. Knowledge of agency software fixed assets and information technology equipment support processes preferred.
4. Knowledge of agency and departmental organizational structure policies procedures rules and regulations preferred.
5. Skill to communicate ideas and instructions clearly and concisely.
6. Skill to coordinate with other staff departments officials agencies organizations and the public.
7. Skill to interpret and apply rules regulations policies and procedures.
8. Skill in administrative problem-solving techniques.
9. Skill in the use of computers and related equipment in a stand-alone or local area network environment.
10. Skill to prepare and maintain complex records and files in an automated system.
11. Skill to plan work in order to meet established guidelines.
12. Skill to supervise others.

I. JOB SUMMARY
Performs advanced property management work. Work involves managing and coordinating property operations maintenance and administrative functions; and supervising the work of others. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.
II. ESSENTIAL FUNCTIONS
A. Administers the agency computer software and hardware management program operations and activities; develops and evaluates program policies and procedures; and makes recommendations for program improvement.
B. Manages the agency personal computer replacement program; and monitors and maintains information technology fixed asset inventories to include network equipment and configuration management database (CMDB) servers.
C. Assists in the development of the software management plan; conducts surveys inspections and reviews to ensure compliance with licenses certifications warranty requirements regulations policies and procedures; and manages agency hardware maintenance contracts and warranty services.
D. Prepares and oversees the preparation of financial statements and periodic reports on the status of network equipment lease expirations and computer software and hardware procurement replacement and maintenance; and develops and administers program budgets.
E. Supervises the work of others; and provides technical assistance on program services.
