Job Description:
Based on Governors Office priorities there are crucial initiatives that benefit New York State Higher Education Services (HESC) and are part of the ITS/HESC project portfolio. This position will supplement the CS development staff for governor initiatives resulting from the 2022 NYS Budget and that effect HESCs Grants and Scholarship as well as Loan Forgiveness programs.
Day-to-Day Tasks:
Participate on teams for projects that have a Web functional component. Prepare size and scope analysis and timeline documentation.
Analyze and document business requirements by participating in Joint Application Design (JAD) sessions interviewing Business Area Experts etc. Develop prototypes based on the requirements and prepare Internal and External Design documents in accordance with HESCs System Development Life Cycle (SDLC).
Using Analysis and Design documents develop document and maintain programs modules classes objects Web pages etc. as applicable. Environment consists of Microsoft Visual Studio / SQL using C# / VB Active Server Pages (ASP) and Hyper Text Markup Language (HTML) and Cascading Style Sheets (CSS) Server.
Construct test and deploy complex SQL statements for querying updating SQL Server databases which support HESCs portfolio of program offerings.
Create development test plans and prepare and/or refresh test conditions and associated accounts. Following the test plan execute unit run stream subsystem and regression tests as needed.
Review all test results comparing the results to the identified conditions. Debug and rerun as needed.
Provide business area and external customer support for the project deliverables.
Act as a Web functional liaison with other units in Information Technology (IT) and with other Divisions in HESC. Provide information and support as needed.
Follow all existing guidelines and recommend new guidelines for Web functional development.
Mandatory Qualification:
Software Developer: Creates computer software. May specialize in one area of computer software or may write code for many kinds of software.
Expert: 84 Months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.
Requested Qualifications:
- 84 months of experience application development
- 84 months of experience in SQL Server SQL programming
- 84 months of experience in HTML5CSSJavaScriptJSON
- 84 months of experience in all aspects of System Development Life Cycle (SDLC)
- 18 months of experience working with projects or programs relating to higher education services
- Bachelors degree in computer science
