Main Purpose of Job

The Maryland Department of General Services (DGS) Office of Facilities Management (OFM) is seeking a talented and experienced leader to fill the position of Superintendent for the Baltimore Region. The Baltimore Superintendent leads and directs the day-to-day operations and maintenance of the Baltimore Region for OFM.This key leadership role focuses on ensuring that all buildings and facilities within the Baltimore Region are safe functional and well-maintained.

POSITION DUTIES

Dutiesinclude but are not limited to:

FacilitiesManagement:Directs and coordinates all activities related to the management of buildingsin the Superintendents portfolio to serve the needs of tenants and visitors. Developshort- and long-term strategies for all buildings equipment andinfrastructure (including plans for repairs replacements and renovations).Overseedaily building operations in the region making certain each one is always openfor businessregardlessof weather or circumstances.

PersonnelManagement: Supervisesfacilities management teams engaged in the operation and maintenance of Stateoffice buildings including the Assistant Superintendent Regional Managersengineers building services and administrative staff. Develops a strategicpersonnel and succession plan foreseeing staffing needs and considering short-and long-term goals. Ensures compliance with OFMs standard operating proceduresand facilities best practices.

VendorManagement:Ensures the successful completion of repairs and maintenance within Statefacilities by outside vendors. Works with contractors on a daily basis tooversee performance of required work on a wide variety of mechanisms andservices including but not limited to HVAC systems elevators energymanagement systems emergency generators life safety systems snow removallandscaping janitorial and security services.

FiscalManagement:Oversees proper administration of multi-million-dollar budgets. Managesresources consistent with rules and regulations that govern the handling of Statefinances and assets. Determines emergency funding needs and preparesjustifications. Reviews and approves purchases of all building equipment andsupplies. Submits complete and accurate information in a timely manner.

DESIRED OR PREFERRED QUALIFICATIONS

Strongpreference will be given to applicants who possess the following preferredqualification(s). Include clear and specific information on yourapplication regardingall qualifications.

1. Bachelors degree from an accredited four-year college or universityis preferred.

2. At least four (4) years of full-time experience in a professionalcapacity overseeing the operation of a large public building hospitaleducational complex industrial plant or large commercial structure. Experience managing large multifacilityorganizations or operations is a plus.

(3) years of this experience should includeresponsibility for fiscal planning contract negotiations office managementand supervision of skilled building maintenance personnel.
