Description
This class aids the department director or the Chief Administrative Officer in setting the strategic direction and management oversight to Adult Community Corrections Pretrial Services Day Reporting Center and Home Electronic Monitoring Programs. Additionally this position ensures implementation of Mayor and City Council goals policies and performance expectations. Incumbents oversee a major division(s) within a large or complex department and serve as a second or third level manager reporting directly to the Department Director. Incumbents make interpretive decisions on behalf of the organization regarding the means for executing the goals established by the Director subject to available technology and resources. Such interpretive decisions provide context for the work to be accomplished by the subordinates supervised. Incumbents are typically assigned to serve as Director in the absence of the Director.

Duties include but are not limited to
Program Oversight:
- Supervise and provide oversight in the daily operations of the Division of Adult Programs (DAP) with a focus on collaboration and strategic alignment with Public Safety.
Management:- Oversee full-cycle recruitment processes ensuring the attraction selection and retention of top talent.
- Support employee relations including conflict resolution performance management and disciplinary processes.
Subject Matter Expertise:- Provide expert consultation to directors managers and supervisors on local community correction policies procedures and best practices.
- Provide expert consultation to directors mangers and supervisors on Specialty Court Dockets to include Adult Drug Court and Behavioral Health Docket programs.
- Interpret and advise all matters relating to the comprehensive Community Corrections Act (CCCA) & Pretrial Services Act (PSA).
Community Partnerships:- Partner with senior leadership Commonwealth Attorney local Law Enforcement and the judiciary to advance evidence informed strategies that support the overall reduction of violent crime.
- Provide oversight of the local Community Criminal Justice Board (CCJB)
- Serve as a liaison between employees management and external partners to foster collaborative working relationships.
Leadership & Strategic Vision:- Lead or participate in special projects strategic planning and organizational initiatives.
Qualifications Special Certifications and Licenses
KNOWLEDGESKILLSAND ABILITIES:

Knowledge (some combination of the following):
Skilled in communication presentations customer service conflict resolution leadership team building research budgeting and record keeping.
Ability to interpret legislation develop legislative impact statements.
Knowledge and understanding of Juvenile Justice best practices.
Full understanding of criminogenic risk factors also interpretation of the Risk-Need-Responsivity (RNR) Model.
Extensive knowledge in grants management local state and federal.
Ability to work independently or on a team use sound judgement and adapt to change.
Ability to problem-solve think critically and lead with integrity and professionalism.
Excellent oral and written communication skills.
MINIMUM TRAINING AND EXPERIENCE:
Bachelors degree in criminal justice law enforcement administration social work business administration public administration or field directly related to assignment
Ten years of progressively responsible related experience that includes significant management and supervisory experience
A masters degree in a field directly related to Justice Services is preferred
An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
