OC PUBLIC LIBRARIES
OC Public Libraries is a network of community libraries located in your neighborhood or as near as your computer. Our 29 public branches in 23 cities and unincorporated areas of the County of Orange as well as a branch for residents of Orangewood Childrens Home provide library services to residents throughout the county. OC Public Libraries provides safe and easy access to libraries for the community offers a broad spectrum of materials in multiple formats provides the community with the best access to the collection and delivers knowledgeable friendly and experienced staff to support the information needs of the community. OC Public Libraries is a Division of OC Community Resources (OCCR).


THE OPPORTUNITY
The Librarian I incumbent plays a key role in developing and delivering a comprehensive range of technical and direct library services to the community. The Librarian I is the entry-level classification in the Librarian Occupational Seres. Responsibilities include:
  • Developing implementing and providing programs that promote literacy reading and lifelong learning.
  • Facilitating timely access to accurate and complete information on a wide range of subjects for both targeted and general populations.
  • Serving as a technical expert in critical library system functions such as information technology cataloging and collection management.
  • Educating the public and staff on essential library services and functions.
  • Proactively identifying and addressing current community needs projecting future needs and taking the initiative to improve library services.

The ideal candidate will be proactive innovative and dedicated to enhancing the librarys role in the community.

The Librarian I incumbent will be expected to independently manage programs projects and technical assignments. Responsibilities include providing training to paraprofessional clerical and lead staff within their area of specialty acting as the librarian in charge in the absence of the Branch Manager and demonstrating a commitment to delivering exceptional customer experiences. The ideal candidate will be self-motivated skilled in staff training and dedicated to maintaining high standards of customer service.

Job Duties for Librarian I:
  • Program Management: Develop implement and evaluate library programs for various age groups including children teens and adults.
  • Customer Service: Provide exceptional customer service by assisting patrons with reference inquiries locating materials and utilizing library resources.
  • Collection Development: Assist in the selection acquisition and cataloging of library materials to maintain a diverse and relevant collection.
  • Outreach: Conduct community outreach to promote library services programs and resources.
  • Technical Support: Provide technical assistance and support to patrons using library technology including computers e-readers and online databases.
  • Instruction: Conduct instructional sessions and workshops on various topics such as digital literacy research skills and library resource utilization.
  • Independent Project Management: Independently manage and execute library projects and technical assignments ensuring timely and effective completion.
  • Collaboration: Work collaboratively with other library staff and departments to enhance library services and programs.
  • Policy Enforcement: Enforce library policies and procedures to ensure a safe and welcoming environment for all patrons.
  • Professional Development: Stay current with library trends technologies and best practices through continuous professional development.


OC Public Libraries may require employees to work weekends evenings and rotate to various locations.




DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
In addition to the experience and education stated in minimum qualificationsthe ideal candidate will demonstrate extensive experience knowledge and ability in the following core competencies:

Library Science/Library and Information Science Expertise
  • Demonstrate working knowledge and experience in library science.
  • Ability to respond to and address safety issues.
  • Knowledge and ability to develop and maintain a collection of reference resources to meet community needs.
  • Facilitate library users requests for information.
  • Apply principles and modern methods of library science and public business administration including organization budgetary preparation and control of branch collections.
  • Knowledge and ability to work with computer programs such as Microsoft Word Excel and Outlook library databases integrated library systems and personnel management.
  • Be familiar with library services for children adults and teens.
  • Maintain familiarity with current library issues trends and practices through professional journals and continuous training.
  • Apply customer service skills to enhance the level of user satisfaction.
  • Apply effective techniques to address difficult situations with users.
Social Media
  • Demonstrate working knowledge of social media platforms such as X Instagram Snapchat and Facebook along with emerging social media platforms.
  • Showcase and promote library programs services and events to drive visitors to the library and foster a positive relationship between OC Public Libraries and the community.
Community Outreach
  • Demonstrate the impact and value of the library to the community through ongoing evaluation and assessment of library services.
  • Build support for the library using the most appropriate methods among a variety of groups.
  • Maintain positive public relations through communication and promotion of the librarys values services accomplishments and needs to all stakeholders.
  • Form strategic partnerships with community organizations.
  • Demonstrate a desire and ability to identify and serve customers (internal and external).
  • Communicate effectively both orally and in writing with a variety of audiences and individuals from diverse backgrounds.
  • Manage the library environment to enhance the user experience and develop and evaluate standards and practices for the delivery of quality customer service.
Organizing & Planning Skills
  • Demonstrate effective organizing and planning skills to ensure high productivity and efficiency.
  • Examples include the development and implementation of story times book clubs craft clubs film discussions career workshops summer reading programs teen programs guest speakers and author events.
  • Work independently and manage time wisely to effectively prioritize multiple and competing tasks.
  • Meet departmental and project goals and deadlines by prioritizing workload and projects.
Leadership/Supervisory
  • Contribute to a productive workforce through effective recruitment and selection of library branch staff.
  • Lead and empower employees to deliver effective high-quality library service.
  • Coach mentor challenge and work collaboratively with direct reports to align personal development and goal achievement with business objectives and organizational vision.
  • Establish effective strategies for performance management.
  • Work effectively with staff volunteers and the public.
  • Maintain effective relationships with others to achieve common goals.

  • Align efforts with the vision and direction of OC Public Libraries.

RECRUITMENT PROCESS
Human Resource Services (HRS) screens all application materials for minimum and/or desirable qualifications. After screening applicants who meet the minimum and/or desirable qualifications will be referred to the next step in the recruitment process. Recorded Structured Oral Interview (rSOI) (Weighted 100%)
The rSOI is a timed oral interview conducted virtually through an online vendor. Applicants will be asked a series of structured questions designed to elicit the applicants qualifications for the job. All applicant responses will be video recorded so that they can be evaluated against pre-determined criteria by a panel of job knowledge experts. Only the most successful candidates will be placed on the eligible list.

Eligible List
Once the assessment has been completed HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to selection interview to be considered for present and future vacancies.
