DCAS Human Capital (HC) oversees New York Citys Civil Service system ensuring the Citys workforce operates with fairness integrity and accountability. HC manages the development and administration of civil service exams providing City agencies with the foundation to staff critical roles across government. Beyond exams HC shapes and implements citywide policies drives professional development and training programs and ensures compliance with civil service law and other regulatory requirements enabling City agencies to deliver essential services effectively and reliably.
The Assistant Commissioner of the Bureau of Examinations is a senior executive responsible for leading the Citys civil service testing operation including oversight of examination development scheduling and administration scoring and list creation as well as the management of five computer-based testing centers across the city. This role requires strategic leadership operational excellence and technical expertise to continuously improve the examination process while maintaining its integrity.
Key Responsibilities
-Ensure full compliance with civil service law and related regulatory mandates; monitor key performance indicators and meet all required reporting and operational deadlines.
-Provide strategic direction for the development administration and scoring of civil service exams and set the policies and standards that guide the overall examination process.
-Oversee all major exam operations including the annual examination schedule and the Citys computer-based testing centers and ensuring alignment with agency needs performance goals and system integrity.
-Lead modernization and improvement efforts by introducing new technologies streamlining processes enhancing transparency and improving efficiency across exam operations.
-Advise the Chief Human Capital Officer on exam-related matters regulations methodologies and issues impacting the civil service system.
-Build strong relationships with agencies oversight bodies unions and other stakeholders and represent examination related matters at hearings advisory groups and citywide forums.

Qualifications :
1. A baccalaureate degree from an accredited college and four years of satisfactory full-time experience of a nature to qualify for the duties of the position at least 18 months of which must have been in an administrative managerial or executive capacity or supervising personnel performing activities related to the duties of the position; or
2. Education and/or experience equivalent to 1 above. However all candidates must have the 18 months of administrative managerial executive or supervisory experience described in 1 above.
