Job Title: Expert Systems Developer

Position Overview

This HBITS role will design develop and implement solutions for multiple applications and projects for the Office of Mental Health using C# .NET MVC PL/SQL and various other programming tools. The Expert Systems Developer will execute the full SDLC contribute to backend and frontend development build complex Oracle database logic and provide mentorship and technical guidance within state and consultant teams.

Responsibilities

• Execute the full software development life cycle (SDLC).
• Design and deploy complex reports diagnose and troubleshoot rules calculations and data issues using Crystal Reports leveraging the Data Warehouse and other data sources.
• Use Microsoft Visual Studio 2017 or higher and write code using .NET Core C# MVC JavaScript AJAX HTML XML.
• Prepare scripts to create/modify Oracle tables indexes constraints triggers views stored procedures and packages including data conversion/migration as needed.
• Use GitLab (GIT) for source code check-in/check-out and branching strategies.
• Report status of current tasks and outstanding issues to supervisor.
• Interact with business analysts and technical teams to translate requirements into technical models.
• Mentor and assist other programmers by providing guidance on debugging troubleshooting security deployment data access communications and system architecture.

Qualifications

• Expert 7 years: Able to provide guidance to large teams extensive industry experience considered at the top of the field.
• 7 years experience using Microsoft Visual Studio to develop and maintain applications in C# for n-tier web deployment.
• 7 years experience developing and maintaining web applications using HTML XML JSON AJAX JavaScript jQuery Bootstrap and CSS.
• 7 years experience with Oracle including database design PL/SQL coding stored procedures packages indexes triggers and creating tables.
• 7 years experience interpreting and analyzing business requirements and building application logic to meet those requirements.
• 6 years experience developing applications with MVC 5 or later versions.
• 6 years experience with Service-Oriented Architecture (SOA) including web services development via WCF REST services (Web API) message processing and Enterprise Service Bus.
• 2 years experience coding/maintaining applications containing HIPAA PHI data.
• 2 years experience with GIT including CI/CD for source code management.
