Introduction

In 2023 the ILO and the Brazilian government approved the Brazil-ILO South-South Cooperation Program for 2023-2027 entitled Social Justice for the Global South which aims to contribute to the advancement and promotion of decent work and social justice in developing countries in Latin America and the Caribbean Africa and Asia-Pacific by supporting the expansion of partner countries capacities to develop strengthen and integrate policies programs and initiatives in four areas of action: the eradication of child labor and forced labor; strengthening occupational safety and health (OSH) and labor inspection; promoting gender racial and generational equity and equality in the world of work; and promoting decent employment and social protection.


The project Towards Sustainable Development in the Peruvian Amazon: Prevention of Child and Forced Labor in Ucayali seeks to contribute to the prevention and eradication of child and forced labor in the Peruvian Amazon with a specific focus on the Ucayali region promoting sustainable development decent work and fundamental rights at work. Through trilateral South-South cooperation between Peru Brazil the ILO and the UNDP the project seeks to strengthen regulatory and operational frameworks as well as institutional capacities to prevent identify assist and reintegrate victims.

The ILO is seeking to hire a National Project Coordinator to carry out activities in Lima which will involve travel to Ucayali. The activities will be carried out in coordination with other ongoing ILO cooperation projects in Lima. The National Project Coordinator (NPC) will be based in Lima Peru. The NPC will execute and coordinate the Project ensuring the timely and effective implementation of project activities and results at the national level.

Supervision Line

The National Project Coordinator will work under the technical supervision of the ILO Specialist in Labor Administration and Labor Legislation for the ILO - Andean Countries who will coordinate with the assigned Project Manager from the Brazil Office.


The National Project Coordinator will cooperate closely with the relevant technical departments at Headquarters and staff from other ILO projects to facilitate maximum technical integrity of the project results as identified in the project document.


The ILO Director for the Andean Countries is the line manager for the position.

Description of Duties

The National Project Coordinator (NCP) will be responsible for project management including the execution supervision and monitoring of all activities necessary to achieve the projects objectives and corresponding results in accordance with the projects work plan and monitoring and evaluation plan. The functions and responsibilities of the NPC will include among others the following:

  • Preparing terms of reference (TORs) selecting and reviewing products evaluating any external consultants that need to be hired and authorizing payment for services rendered.
  • Lead the preparation of the work plan implementation monitoring communication and timely evaluation of the project through management functions including technical and administrative supervision of the project team in accordance with ILO policy rules and regulations and in line with the final project document and work plan.
  • Establish performance objectives together with the staff under your supervision and evaluate them within the period indicated in the Staff Evaluation platform ensuring that this is done within the deadlines set by the Office.
  • Work closely with partners/counterparts to design prepare and review work plans and budget proposals for the program and/or project. Consider different approaches alternative methods management and problem identification and solving especially for those parts of the program and/or project that support institutional and capacity development of constituents government agencies ministries and social partners.
  • Monitor the progress of project activities. Contact technical officials and counterparts in relevant national organizations and ministries implementing and partner agencies government offices constituents and other organizations to follow up accelerate implementation and meet goals.
  • Identify problems propose solutions and actions. Develop and maintain strong ties with specialists in specific technical areas and other colleagues in the field and at headquarters to follow up on comprehensive and collaborative interventions. Maintain close cooperation and coordination with the government employers and workers organizations implementing agencies government offices clients and other organizations to plan facilitate the implementation of activities and achieve project goals.

  • Participate in the preparation and conduct of conferences seminars workshops training sessions and consultation meetings. Speak on behalf of the project when attending these meetings.
  • Plan and participate in missions and visits to project sites to monitor program and/or project implementation independently or in conjunction with others. Submit the corresponding reports within the established deadlines and propose actions for improvement.
  • Provide or ensure access to legal and policy advice to the government and social partners on issues related to the effective implementation of fundamental principles and rights at work with a special emphasis on forced labor and child labor. Ensure the delivery of quality technical information including qualitative and quantitative research in accordance with the main ILO conventions on fundamental rights at work. Organize training programs and awareness-raising activities to improve understanding of fundamental principles and rights at work.
  • Issue monthly quarterly semi-annual and annual progress reports and report on these to his/her supervisor or country director. Assist in the preparation of monitoring reports for the funding partner on the results obtained by the program and/or project.
  • Represent the project in various forums under the guidance of your supervisor and/or the ILO director.
  • Perform other related tasks and/or functions assigned by his/her supervisor or the country director.

Required qualifications

Education

Required

  • University degree in law social sciences or related fields.

Asset

  • Additional degree or postgraduate studies related to labor law.

Experience

Required

  • Two years of professional experience at the national level as a project coordinator implementer monitor and evaluator.

Asset

  • Work experience with government entities responsible for policy development and with development partners.
  • Similar work experience in a United Nations agency a non-governmental organization or international cooperation.
  • Work experience and/or collaboration with public institutions and international development and cooperation organizations.
  • Knowledge of international and national regulations applicable to forced labor and child labor.
  • Knowledge of the process of formulating national social and labor policies preferably related to fundamental rights at work.
  • Experience implementing actions related to the prevention and eradication of forced labor and child labor.
    Experience in relations with representatives of workers and employers organizations and in tripartite institutional spaces at the national and regional levels.

Languages

Requirements:

  • Fluency in Spanish.
  • Working knowledge of English (spoken and written). Ability to prepare technical reports and participate in meetings in English is required.
