TITLE: Health Coordinator (position is pending donor approval)
TEAM/PROGRAMME: Operation ProgramLOCATION: Aswan
GRADE: 5CONTRACT LENGTH: 12 months

CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting the country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: The Health Coordinator will lead the implementation of community health activities in Aswan aimed at improving the health and well-being of refugees asylum seekers and vulnerable migrant communities. This role involves hiring training and supervising Community Health Workers (CHWs) building the capacity of local NGO community health activities and planning and implementing health awareness and screening sessions and events. This role involves coordinating with various health authorities and stakeholders to advocate for and implement health services assess needs and support infrastructure and capacity building in Aswan governorate.

The project is funded from the Swiss Development Corporation (SDC) and will be based in Aswan. The project duration is one year from January 2026 to December 2026. The project will be targeting Sudanese community in Aswan based in Aswan field office and the team will be working and based across 3 friendly scpaces in areas with high Sudanese concentration as Karkar and Nasr Elnuba working on multisectors:

- Child Protection: case management for children exposed to protection risks besides providing emergency cash and protection for cash. It will also include mentorship program for children especially the unacompanied and separated children. Additionally there will be capacity building for community leaders and teachers on CP and safeguarding. Furthermore there will be awareness raising for children on their rights besides awareness for their parents as well.

- MHPSS: providing groups and individual mental health and psychosocial support to the children in groups and also individually according the care plan of each child. There will be also positive parenting groups conducted for the parents. Moreover there will be community events held to enhance their wellbeing and integration.

- Education: it will include renovation for community learning centers of Sudanese community beside training to the teachers on the main technical and socio-emotional mechanisms. The project will provide education grants as well for the children enrolled in these centers. There will be also programs provided to the children who dropped out to enable them to return back to school and other program for children who have weak literacy skills.

- Livelihood: the component will have two tracks; wage employment and self employment. The 1st track will include capacity building for the beneficiaries followed by matching to employment opportunity. Beneficiaries will be supported by cash assistance and apprenticeship for 3 months. The 2nd track will be self employment starting with capacity building for the beneficiaries then provision of seed fund to start their business. Beneficiaries will have at least 3 month of coaching and monitoring. Vocational training will be also provided based on need.

- Cash Assistance: the project will provide multipurpose cash assistance for vulnerable families besides winteriation assistance as well. There will be also awareness raising on money management for those receiving the cash assistance.

- Health: will include emergency nutrition screening and rapid nutritional support provided to newly arrived crisis-affected children and women. Additionally there will be support to the public health system by training provision to staff and providing medical supplies. There will be also trainings for mental health and GBV-related service providers in Aswan. The project will support the establishment of health service points within the community to provide health care services as check up and also providing cash for health.

- Gender will be mainstreamed across all sectors with focus on gender equality in awareness sessions girls empowerement and health and protection support for GBV cases

KEY AREAS OF ACCOUNTABILITY:

Project Implementation

  • Collaborate with the Ministry of Health (MoH) Egyptian Health Authority (EHA) and NGOs to support primary care services operations.
  • Coaching mentoring and managing transition of clinics to selected local partners.
  • Support local partners in establishing and maintaining primary healthcare services provision.
  • Assess infrastructure supplies and capacity building needs of PHCs and hospitals in Aswan.
  • Support the development of SOPs for cash for health interventions determining eligibility support amounts and duration.
  • Support the creation of internal SOPs for managing medical cases and referrals between projects in Aswan and Cairo.
  • Assess cases referred from the community to mobile clinics secondary healthcare services focusing on those unable to access public services.
  • Plan and implement cash for medical cases and health services reimbursement program and follow up to ensure service quality and risk mitigation.
  • Identify select and support community members who can provide community health services.
  • Support a health and nutrition needs assessment for the target population in Aswan to ensure services are tailored to their needs.

Co-train the community health workers and other stakeholders on health promotion methodologies and topics especially; Nutrition NCDs reproductive maternal newborn and child health RMNCH

Implement health and nutrition promotion sessions for refugees migrants and host communities.

Reporting and documentation

  • Maintain accurate and up-to-date records of all mobile clinics public facilities needs assessments and capacity building interventions.
  • Prepare regular reports on project progress challenges and outcomes for internal and external stakeholders.

Regular reporting to the Health Officer.

Enter monthly data for service utilization in the project database.

Record mobile clinics data and update the database.

Draft concise useful analytical reports case studies and other documents as needed.

Participate in planning and developing future programming initiatives.

Ensure that partner NGO is implementing the activities as planned promptly with high quality.

QUALIFICATIONS

  • Bachelors degree in medicine

EXPERIENCE AND SKILLS

Essential

  • Minimum of 2-3 years experience in implementing and supervising health services to vulnerable populations especially mobile clinics.
  • Experience with refugee/marginalized communities.
  • Previous experience in health system strengthening with similar projects and initiatives.
  • Highly developed interpersonal and communication skills.
  • Fluency in Arabic (spoken and written) and good knowledge of English.
  • Good report writing skills.
  • Commitment to Save the Childrens values and Child Safeguarding.
  • Ability to work effectively with diverse teams.
  • Excellent interpersonal skills and work ethic.
