Job Description
To serve as a civilian employee of the Indiana State Police whose primary responsibility is to be accountable for the performance of the Crime Scene Investigations Section within the context of the Forensic Services Divisions mission.
Job Duties
- Participate in the establishment of Section priorities goals and objectives necessary to accomplish the mission of the FSD.
- Monitor evaluate and document performance of personnel assigned to the Section.
- Plan direct and supervise the work associated with the Section.
- Fulfill the quality assurance responsibilities of the Section as required by the Divisions Quality Assurance Program.
- Perform administrative and support functions as necessary to maintain laboratory services.
- Maintain effective communication with the scientific and criminal justice communitiesDepartment personnel and general public.
- Develop FSD policy and review and recommend improvements to Standard Operating Procedures.
- Oversee contingency planning for crime scene investigations and disaster support.
- Coordinate and initiate training programs for CSI and district evidence staff.
- Make recommendations regarding the acquisition of equipment including grant writing.
- Develop propose and implement Division and Section goals and objectives.
- Participate in the formulation of budget requests.
- Coordinate review and evaluate the validation of new technical procedures.
- Coordinate review and evaluate the use of appropriate controls and standards.
- Coordinate review and evaluate the creation and annual review of management system documents.
- Coordinate review and maintain proficiency testing documentation.
- Monitor review and evaluate analytical conclusions and expert testimony of Section personnel.
- Direct supervise and evaluate the performance of Section and other laboratory personnel.
- Identify training needs coordinate develop and administer training programs.
- Review and evaluate equipment and supply purchases.
- Ensure the maintenance of appropriate resource material.
- Ensure compliance with accreditation requirements Standard Operating Procedures Rules Regulations and FSD policies.
- Manage and oversee the FSDs Crime Scene Investigator and Evidence System Quality Assurance Programs; develop quality assurance review criteria; and ensure the quality assurance reviews are conducted for each crime scene investigator and evidence location as per the requirements set forth in these programs.
- Prepare develop and implement source documents established standards and lesson plans for the ISP Recruit Academy ILEA and CSI trainings.
- Oversee the FSD crime scene investigations instruction at the ISP Recruit Academy and ILEA.
- Perform other duties as required.
Job Qualifications
- Baccalaureate degree or higher with natural and/or forensic science courses.
- Training in the areas of management and leadership is desirable.
- Five years of full-time experience in forensic science with management and/or administrative experience.
- General knowledge of the theory and practical operation of relevant scientific instrumentation analytical techniques and Unit Test Methods.
- General understanding of each Unit within the Section.
- Ability to administrate the implementation of scientific procedures.
- Ability to manage and adhere to established laboratory safety practices.
- Ability to comprehend and apply management and leadership theories and techniques.
- Ability to communicate effectively both verbally and in writing.
- Ability to testify as an expert witness in an objective unbiased and professional manner.
- Advanced knowledge of federal and state safety regulations and expertise in safety and chemical hygiene matters is preferred.
- Ability to serve as the safety officer for the Division.
- Must be able to differentiate colors as evidenced by medical certification.
- Must possess a valid drivers license.
- Ability to travel by aircraft and other vehicles.
- Ability to attend training and meetings at alternate locations for extended periods of time.
